MEMORANDUM

SUBJECT:  DECLARATION OF EMERGENCY

The US. Army Corps of Engineers has discovered
leaks at the federal Howard Hansen Darn
facility and, until repaired, those leaks reduce the
amount ofwater that may safely be detained
and thus create the likelihood of ooding
during winter storms. Dam operations and winter
storms are anticipated to cause
severe ooding along the Green and Duwamish rivers
this year
and potentially in the following 3 to 5
years. The Army Corps of Engineers has predicted that
the risk of signicant ooding
over this period is l in 4.

The potential ooding
may extend throughout the Green River Valley, and Puget Sound
Energy
has indicated that the ooding, ifof sufcient
magnitude, may affect key Puget Sound Energy
electrical distribution substations that provide
power to Seattle-Tacoma International Airport
(STIA). Puget Sound Energy has made
a public presentation to the Washington Utilities
and
Transportation Commission related to its ood preparedness, has
met with members of the Port's
senior management team about these issues, and has
provided a tour to members of the Port's
senior management team of the potentially affected electrical
distribution substations.

The Airport is dened
as critical infrastructure for the Puget Sound
Region. As a result, the Port
has determined that there is
an unacceptable risk of interruption of
power to the 'Airport as a
result of ooding. With receipt of this
information, staffhas begun to evaluate the options for
providing 100 percent back-up power for the airport and its operations
which impact the region,
the United States and the international
airspace travel network.
To mitigate the potential disruption ofPSE
power to the airport, the Port intends to expedite
securing design and construction services; leasing and/or purchasing
emergency backup
generators; purchasing fuel and other necessities; and installing the
generators and associated
construction work at the North and South Main
Airport Substations.
It is therefore requested that the Chief Executive
Ofcer make a nding that
an emergency exists
at the Port of Seattle, Seattle-Tacoma International
Airport and authorize purchases, the
use of
Port crews, design and construction
services, and the award of public works contracts to effect
the emergency back-up
power generator capabilities, per RCW 39.04.020 and RCW 39.04.280.
