Learning more about the vessels and equipment and
getting data
Procedure for notification of noncompliance
Still have enforcement capabilities for WQ violations and
press coverage if violate MOU
Issues
Inability to enforce on the agreement itself
Lack of coverage of MOU for other vessels
Air quality issues not currently covered by the MOU

Broader Issues
State Legislative Action
History of bills being introduced to codify MOU
EPA Permit
Issued February 2009
Covers most commercial vessels >79 feet
26 discharge types covered (not black water)
Annual MOU meeting agreed to continue with MOU, MOU more
stringent for certain requirements

Limitations of Translatable Documents

PDF files are created with text and images are placed at an exact position on a page of a fixed size.
Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
PDFs that are full page graphics, or scanned pages are generally unable to be made accessible, In these cases, viewing whatever plain text could be extracted is the only alternative.
