MEMORANDUM Date_April 24, 2009_ TO: Tay Yoshitani, Chief Executive Officer, Port of Seattle Tim Farrell, Executive Director, Port of Tacoma FROM: Arif Ghouse, Director, Seaport Security, Port of Seattle Eric Holdeman, Security Director, Port of Tacoma SUBJECT: Port of Seattle / Port of Tacoma - Joint Security Coordination BACKGROUND The purpose of this briefing is to provide Commissioners with an update on the security coordinated efforts between the Port of Seattle and the Port of Tacoma. Pursuant to the direction of the respective Commissions, the Security staff at both ports have been meeting regularly this past year to coordinate security planning in four key areas: 1. Transportation Worker Identification Credential (TWIC) The U.S. Coast Guard officially required TWIC credentials throughout Puget Sound on February 28th of this year. An extensive TWIC outreach program coordinated with, and implemented by both Ports was largely responsible for the successful and almost flawless implementation of this critical national security objective. Of additional importance, Marine Terminal capacity was not compromised at either Port. 2. Port Security Grants Federal Grant Funds represent an important opportunity for both Ports to improve and enhance their facility security to guard against terrorism, as well as improve the resiliency of port facilities to withstand natural disasters. The Port of Seattle is the "Fiduciary Agent" for the ongoing round of Port Security Grants and the Port of Tacoma has agreed to become the "Fiduciary Agent" for Port Security Grant Round 8. 3. Emergency Preparedness - Both the Port of Seattle and Tacoma operate some of this region's most important and critical transportation infrastructure, and both Ports are continuing to compare and coordinate existing Port Emergency Preparedness planning and available equipment and resources. The end result of this work will make our two major Puget Sound Ports much better prepared to withstand the effects of a localized natural tragedy, or attacks of terrorism. 4. Area Maritime Security Committee Leadership This important Puget Sound Committee is chaired by the US Coast Guard, Captain of the Port and the Co-Chair role has been rotated between the Director of Security from each of our ports. This important position not only permits us to advocate for Maritime Stakeholders throughout the greater Puget Sound, but more importantly allows us to demonstrate one of our key strategic objectives "TO BE LEADERS IN TRANSPORTATION SECURITY." 5. Maritime & Port Security Summit - The Port of Seattle and the Port of Tacoma are among the sponsors of the 2009 Maritime & Port Security Summit Resiliency Planning in a Difficult Economy - being held at the Bell Harbor Conference Center on May 28-29, 2009.
