Metruck, Executive Director FROM: Vy Nguyen, Strategic Advisor, Commission Office Geri Poor, Regional Transportation Senior Manager, External Relations SUBJECT: Commission Resolution in Support of City of Seattle's Transportation Levy ACTION REQUESTED Request Commission introduction of Resolution No. 3828, a resolution in support of City of Seattle's 2024 Transportation Levy "Keep Seattle Moving" on the November 5, 2024 ballot. EXECUTIVE SUMMARY Resolution 3828 is introduced in support of the City of Seattle's Transportation Levy, "Keep Seattle Moving," on the November 2024 ballot for Seattle voters. This levy seeks to renew resources for the City's transportation system; the proposal before voters seeks to: • Add approximately 22 miles of sideways and walkways with repairs to 34,000 existing sidewalks • Add 160 projects to improve bus service and connectivity across transit modes • Bridge maintenance and planning for future replacements • 15 paving projects to increase travel and commute efficiency • Improvements to Seattle's bicycle network, including safety infrastructure, completing the gap in the Burke-Gilman Trail, and bike facilities in south Seattle. Items of importance for Port of Seattle and The Northwest Seaport Alliance operations include: • $45 million to freight improvements to support trucks delivering goods and providing services • $69 million towards climate change resiliency, reducing air pollution, and investment to increase sustainable transportation options available • $7.5 million to ensure good governance and equitable implementation of the City's Transportation Levy The City of Seattle has funded transportation infrastructure through its Transportation Levy since 2006, this renewal would be the third to go before voters. Each levy builds on prior work to create, increase, or modernize infrastructure across modes of travel for pedestrians, bicyclists, transit users, or vehicles and adjacent public spaces; the Transportation Levy also supports the transport of goods moving through our region through freight corridor Template revised April 12, 2018. As transportation systems are the largest driver of climate change via greenhouse gas emissions, this renewal includes resources towards climate change resiliency, reduce air pollution, and increase EV charging infrastructure. The proposed investments in the Keep Seattle Moving Levy are critical resources to support Port of Seattle and The Northwest Seaport Alliance operations and economic development strategies. Staff from both agencies have worked to monitor the development of the City's proposal; Port of Seattle staff met with City leaders and advocated for Port priorities throughout the development of the Keep Seattle Moving Transportation Levy and during its legislative process with Seattle City Council.
