WHEREAS, the voters of King County authorized and approved the formation of a port district coterminous with King County to be known as the Port of Seattle in a special election on September 5, 1911; and WHEREAS, the Port of Seattle Commission is the legally constituted governing body of the Port of Seattle; and WHEREAS, the Port of Seattle's Century Agenda guides our actions to "Be the greenest and most energy efficient port in North America," "Position the Puget Sound region as a premier international logistics hub," and "Advance this region as a leading tourism destination and business getaway." To meet these objectives, the Port of Seattle is deeply involved and invested in the transportation and transit infrastructure essential to our operations: the regional transportation system; access to Port facilities; and transport of goods through Port-operated seaport and airport; and WHEREAS, safe streets, the ability to transition commercial fleets towards cleaner fuels and/or zero emissions, and being able to efficiently commute or transport via our roads are ways that a transportation system can and should center safety, sustainability, and equity; these are outcomes consistent with the Port of Seattle's values and Century Agenda goals; and WHEREAS, Washington State's transported imports and exports goods were valued at $134.9 billion in 2022 by Washington State's Department of Transportation, making an efficient transportation system is vital to the success of Port of Seattle and The Northwest Seaport Alliance operations. Freight mobility and access to maritime facilities via the waterfront, manufacturing sites, rail and ship connections, bridges are critical lifelines to our operations and gateway; and WHEREAS, the City of Seattle has proposed a transportation levy renewal, "Keep Seattle Moving," for voters to consider on the November 5, 2024 ballot; and WHEREAS, the 2024 Keep Seattle Moving Transportation Levy proposal seeks to increase, improve, and update freight, pedestrian, bike, and transit infrastructure which will increase safety for all and reliability in our transit system, which, in turn, supports the Port of Seattle's regional economic development efforts in tourism and cruise; and Resolution No. 3828, Endorsing Seattle Transportation Levy Page 1 of 2 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 66 67 68 69 70 71 72 73 74 75 76 WHEREAS, the 2024 Keep Seattle Moving Transportation Levy proposal includes $45 million for freight improvements, vital investment to support cargo movement in the supply chain, and trucks delivering goods and providing services for the region; and WHEREAS, the 2024 Keep Seattle Moving Transportation proposal specifically allocates $69 million to address climate change directly through our regional transportation system with goals to reduce air pollution and increase access and options to sustainable transportation, as well as integrating air quality reduction opportunities into many projects. NOW, THEREFORE, BE IT RESOLVED by the Port of Seattle Commission hereby expresses its support for the 2024 Seattle Transportation ballot initiative as a key resource to support Port of Seattle operations and economic development strategies and our region's economic vitality. ADOPTED by the Port of Seattle Commission at a duly noticed public meeting thereof, held this ______ day of September, 2024, and duly authenticated in open session by the signatures of the commissioners voting in favor thereof and the seal of the commission.
