Dear Port Commissioners,
I write to you today to emphasize the importance of collaboraCve work to increase internaConal
spending to Sea:le, King County and Washington State.
The visitor economy is criCcal to our community - for the revenue and tax dollars, the jobs it creates, the
infrastructure legacy it generates, and the support of our vibrant small business community. The
a:racCon of visitors to our desCnaCon is fiercely compeCCve work.
InternaConal visitors - especially those overseas - stay longer and spend more than domesCc visitors -
this is true whether they travel for fun or for business. These visitors have the highest propensity to seek
out authenCc experiences, explore neighborhoods, and venture beyond the gateway.
While we have seen record-seOng seasons for cruise and new air routes to key markets come online, it
is important to note that overall our visitaCon has not recovered to pre-pandemic levels, and even more
significant, our internaConal markets are the ones that lag the most. The lucraCve internaConal visitor is
aggressively romanced by compeCng desCnaCons across the United States and around the globe.
We face significant challenges in our mission to grow key internaConal markets. We have inconsistent
and oQen delayed visa processing. We have not yet seen restoraCon of the air liQ we once had with
China, nor the same senCment from the Chinese and their intent to visit the United States, and we must
work to replace this visitor segment that was once our largest overseas market. We experience geopoliCcal challenges that affect pracCcal travel applicaCons.
MarkeCng in all its forms are essenCal to our economy, and it is a pracCce that must be consistently
sustained, focused on building awareness, educaCon and relaConships with the travel trade in our key
markets, and; involve partnerships to leverage investments. The partnership between the Port of
Sea:le, Washington State Tourism and Visit Sea:le as we compete against ciCes, regions and states with
much larger budgets is criCcal if we are to successfully build the visitor economy, and ensure the success

Dear Port Commission,
The U.S. Travel Association strongly urges the Port of Seattle Commission to approve the
continued international tourism marketing agreement between the Port and the State of Washington
Tourism (SWT).
A strong state office of tourism is crucial to achieving sustained economic growth that benefits local
communities long-term. In 2023, visitors to Washington state spent $23.9 billion, contributing $3.3
billion in state and local tax revenue and supporting more than 230,000 jobs. While international
visitors accounted for just 2.5% of the total visitor volume, they generated 10% of total visitor
spending. In addition to economic benefits, this agreement provides a foundation to support other
Port priorities, including responsible, inclusive, and equitable tourism practices. Not approving this
agreement could potentially lead to a loss of economic opportunities and a setback in efforts to
promote responsible tourism.
Washington state, with its natural landscapes, lively cities, and exceptional attractions, is a premier
destination for international visitors. However, as numerous case studies have shown, tourism does
not just happen. In today's fiercely competitive global tourism market, the need for targeted
marketing strategies is vital. According to a Tourism Economics study, every $1 invested in tourism
promotion by Washington state has the potential to generate $29 in economic impact. This
impressive return on investment, driven by strategic initiatives, plays a vital role in fostering
economic resilience and ensuring long-term benefits for the region.

Washington Tourism (SWT).
At Tourism Cares, we help support and educate travel industry businesses, organizations, and professionals
about sustainable tourism and meaningful travel. Along with our partners at The Travel Foundation, we
experienced the Port's innovative and strategic approach to tourism marketing firsthand while creating the
Responsible Travel Handbook for Washington State.

between the Port and State of Washington Tourism (SWT).
This vital work aligns with our respective and collective missions, promoting our state's

The international marketing initiatives executed by the Port and SWT are instrumental in

Dear Port Commission,
The Port's tourism marketing has brought great positive impact to our work at Golden Bricks Events
in partnership with Young Women Empowered. In addition to receiving a Port grant to help us
promote the Refuge Outdoor Festival, we have also participated in other Port efforts such as the
Responsible Outdoor Travel Summit.
Our outdoor-focused experiences for Black, Indigenous, People of Color are designed for emotional &
physical safety, accessibility, connection, joy, and belonging. We want to diversify the faces of the
outdoors and conservation through our events. The Port's tourism marketing helps support these
efforts which is why I am writing to you today in support of the renewed tourism marketing agreement
between the Port of Seattle's Tourism Department and State of Washington Tourism.
This agreement ensures that our communities are represented on a global scale and helps small
businesses like mine bring meaningful impact to our communities.
