Box 1209 John Creighton Seattle, Washington 98111 Courtney Gregoire www.portseattle.org 206.787.3000 APPROVED MINUTES COMMISSION SPECIAL MEETING APRIL 24, 2013 The Port of Seattle Commission met jointly in a special meeting with the Port of Moses Lake Commission Wednesday, April 24, 2013, at the Port of Moses Lake Headquarters, 7810 Andrews Street Northeast, Moses Lake, Washington. CALL TO ORDER The special meeting was called to order at 4 p.m. by Kent Jones, Moses Lake Commission President. Present were Port of Seattle Commission President Tom Albro and Commissioners Bryant and Creighton; and Port of Moses Lake Commissioner Stroud W. Kunkle. Port of Seattle Commissioner Gregoire was absent, as was new Port of Seattle Commission appointee Bowman. Port of Moses Lake Commissioner Conley was also absent. The joint meeting allowed the two Commissions to update each other on developments since their first joint meeting on April 26, 2011. After a welcome by Port of Moses Lake Commission President Kent Jones and introductions, Port of Moses Lake Executive Director Patrick Jones provided an overview of the port's current operations. He noted that there are 65 tenants and 2,400 jobs located on port property with over 2,000 acres available for development and infrastructure and affordable power in place for future expansion. Manufacturing tenants include SGL/BMW, Genie, REC Silicon and Takata Industries. Steve Swanson, the SGL plant manager and a tenant in the Foreign Trade Zone, briefed the group on his company's progress in manufacturing carbon fiber for BMW automobiles, which led to a discussion of other opportunities for the carbon fiber industry in Washington, such as for fishing vessel or shipbuilding construction, containers, or other maritime uses. The Port of Moses Lake operates Grant County International Airport and is building up its aviation services cluster. Aviation Technical Services and Sonico provide maintenance, repair, and overhaul services to passenger and cargo carriers. The airport is a major destination for flight testing and training, including Boeing and the U.S. Air Force. The port is part of a Washington consortium that recently submitted a bid to the Federal Aviation Administration to become one of six federal drone testing facilities across the country with the test site headquartered at the airport. PORT COMMISSION MEETING MINUTES Page 2 of 2 WEDNESDAY, APRIL 24, 2013 Port of Seattle Commission President Albro updated the Port of Moses Lake Commission on the Century Agenda and presented the Century Agenda video. He commented that the Century Agenda seeks to maximize global market access and is an opportunity for ports to find ways to work together toward that goal. As a model for future informal inter-agency coalitions, Executive Director Jones pointed to the informal coalition, including the University of Washington and Pacific Northwest National Labs, that worked together to put together the drone proposal. Commissioner Bryant suggested that ports should be looked upon as an economic development system. The meeting ended with a brief discussion of the importance of the transportation package being considered by the Legislature. ADJOURNMENT There being no further business, the special meeting was adjourned at 5:05 p.m. by Port of Moses Lake Commission President Jones.
