APPROVED MINUTES 
COMMISSION SPECIAL MEETING FEBRUARY 16, 2016 
The Port of Seattle Commission met in a special meeting Tuesday, February 16, 2016, at the
World Trade Center Seattle, 2200 Alaskan Way, Seattle, Washington. Commissioners Albro,
Bowman, Creighton, Felleman, and Gregoire were present. 
CALL TO ORDER 
The special meeting convened at 8:20 a.m. and was immediately recessed to an executive session
estimated to last two hours to discuss one matter relating to performance of a public employee and
one matter related to qualifications for public employment. 
RECESSED AND RECONVENED 
Following the executive session, which lasted approximately one hour, forty minutes, the public
meeting reconvened at approximately 10:00 a.m. 
WORK SESSION 
The Commission discussed protocols, internal rules, and operational processes. Appointments to
external boards and commissions and Port policy committees were also discussed. Policy
Committee work will complement revision of the Commission's General Delegation of Authority to
the CEO by laying the groundwork for future policy directives for various areas of focus within the
operation of the Port. 
There was a conversation relating to freight planning and maritime industrial activity within the
SoDo neighborhood of the Duwamish Manufacturing and Industrial Center. 
No final actions were taken during this meeting. 
ADJOURNMENT 
There was no further business, and the special meeting was adjourned at 1:00 p.m.
