Port and City Obligations & Authority 
Obligations 
Both the City and Port have a Phase 1 municipal permit that governs
our stormwater programs 
Authority 
RCW 53.08.043 expressly grants port districts "all of the powers
relating to systems of sewerage authorized by RCW 35.67.010 and
35.67.020 [utility statutes for Cities]" 

The Port has the authority to establish a Stormwater Utility
