Total Cost: $550,000 ACTION REQUESTED Request Commission ratification of Port of Seattle actions related to purchasing equipment and building-out space for future security needs at Seattle-Tacoma International Airport in an amount of $550,000. SYNOPSIS In response to evolving global and domestic security threats, the Port moved rapidly to prepare itself for increased security needs at Seattle-Tacoma International Airport. This involved the purchase of equipment and building-out of space. The purchase of equipment included X-ray machines and magnetometers in an amount of $300,000. The build-out of space is underway for an estimated total of $250,000. Although individually these items are within the delegated amounts indicated in the General Delegation of Authority to the CEO, the combined amount is over the $300,000 threshold; therefore, staff is asking for ratification of these combined efforts. BACKGROUND Evolving global and domestic security threats require constant consideration for changes in security risk mitigation tools. Other airports are also considering added layers of security as is Sea-Tac. The Airport must also continuously assess the need for new or changed security layers. This project provides the necessary equipment and infrastructure space to be able to add a layer of security in rapid fashion when necessary. PROJECT JUSTIFICATION AND DETAILS The ability to rapidly add another layer of security aids Sea-Tac in maintaining a safe and secure environment for travelers and workers who transit the Airport. World events demonstrate a changing environment and therefore it is necessary to be able to add security when needed, and to maintain operational effectiveness as Sea-Tac continues rapidly to grow its aircraft and passenger traffic. Scope of Work This project will provide equipment and space for additional screening capability as the Airport grows and as needs arise. Schedule This project will complete the procurement of required equipment and build-out of infrastructure space where necessary. FINANCIAL IMPLICATIONS Budget Status and Source of Funds This cost was not anticipated in the 2016 operating budget. The cost of this project is $550,000. Costs will be absorbed within the 2016 operating and capital budget. All costs will be recovered through airline rates and charges. STRATEGIES AND OBJECTIVES This project supports the Port's Century Agenda objectives of making Seattle-Tacoma International Airport the West Coast 'Gateway of Choice' for international and domestic travel and of meeting the region's air transportation needs at the Airport for the next 25 years by ensuring safe and secure operations through augmented security layering when necessary.
