I wanted to thank you for allowing me to speak on behalf of the resolution eliminating the barriers to inclusion
wrapped around l-200 constraints. As mentioned in my testimony there are many areas impacting or '
adversely impacting economic development specificaily for minority and disadvantaged firms.

- Access to capital

- Bonding (though performance and payment bond claims are low) and Insurance




- Minority Business Ambassadors are NOT on the executive staff

- Partnerships with existing capacity building programs



Burdensome evaluation criteria that is impossible for smail firms to become lst tier primes



- Enforcement action against lst tier primes not practicing inclusive processes in their procurement
opportunities (the existing laws for GCCM and Design Build allow agencies to utiiize the primes approach to
inclusion and historical performance as a weighted areas refer to RCW 39.10.360 & 39.10.330 Award
Processes) -

it is important that these concerns are addressed prior to issuing another $4 million contract with iittle to
minimum inclusion of the same firms the Port is attempting to attract.

Limitations of Translatable Documents

PDF files are created with text and images are placed at an exact position on a page of a fixed size.
Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
