SUBJECT:  Second Reading and Final Passage of Resolution No. 3702: Transfer of Sewer
Mains and Manhole to the Valley View Sewer District 
ACTION REQUESTED 
Second Reading and Final Passage of Resolution No. 3702: A resolution of the Port Commission
of the Port of Seattle declaring the Port-owned sewer mains and manhole located within the
public right of way on S 170th St, SeaTac, WA to be surplus and no longer needed for port
district purposes and authorizing the Chief Executive Officer to execute all documents necessary
for transfer of the title of the sewer mains and manhole to the Valley View Sewer District. 
SYNOPSIS 
The Doug Fox Site Improvements project required the extension of the Valley View Sewer
District (District) sewer main in order to bring sewer service to the site. At the completion of the
work, the sewer main improvements are to be transferred to the District per the Developer
Extension Agreement. The value of the property being transferred is $82,211. 
BACKGROUND 
On July 9, 2013, the Port of Seattle Commission authorized the Chief Executive Officer to
execute a Developer Extension Agreement with the District for the Doug Fox Site Improvements
project.  The Developer Extension Agreement requires the transfer of the sewer main
improvements, located with the S 170th St right of way, to the District at the completion of the
work. In accordance with the requirements of Chapters 39.33 and 53.08 of the Revised Code of
Washington the sewer main improvements must be declared surplus property and the transfer
authorized by Commission resolution (see Attachment A). 
The sewer main improvements to be transferred to the District consist of 138 feet of 8-inch sewer
main and a sewer manhole. They are described in the District Warranty Bill of Sale (see
Attachment B) and have a value of $82,211.

On December 2, 2014, the Port of Seattle Commission authorized first reading of this
Resolution No. 3702. 
On October 8, 2013, the Port of Seattle Commission authorized the Chief Executive
Officer to execute a major public works construction contract with the low responsive
and responsible bidder for an additional $1,385,000 for a total authorization of
$6,503,000. 
On July 9, 2013, the Port of Seattle Commission authorized the Chief Executive Officer
to: (1) advertise, award, and execute a major public works contract for the Doug Fox
Site Improvements project; and (2) execute a Developer Extension Agreement with the
Valley View Sewer District for an additional $3,322,000, for a total authorization of
$5,118,000. 
On June 4, 2013, the Doug Fox Site Improvements project was presented to the Port
Commission but no final action was taken. 
On March 5, 2013, the Port Commission postponed consideration of the Doug Fox Site
Improvements project. 
On May 22, 2012, the Port Commission authorized the Chief Executive Officer to: (1)
increase the scope of the Doug Fox Site Improvements project to include resurfacing,
lighting, building, and road signage; (2) to execute utility agreements; and (3) to
complete the design of the project for an additional $768,000, for a total authorization
of $1,796,000. 
On February 4, 2012, the Port Commission authorized the Chief Executive Officer to
complete the design and to utilize Port Construction Services crews for the construction
of the Doug Fox Site Improvements project in the amount of $1,028,000.
