ACTION REQUESTED 
Request Commission authorization for the Chief Executive Officer to execute a contract for
$343,000.00 to purchase Self Contained Breathing Apparatus (SCBA) equipment for the Port of
Seattle Fire Department. 
SYNOPSIS 
The Port of Seattle Fire Department (POSFD) utilizes Self Contained Breathing Apparatus to
provide breathable air in an immediate danger to life and health (IDLH) atmosphere. The pieces
of the SCBA include cylinders, bottles, packs, and masks. Breathing apparatus cylinders have a
service life of 15 years, which is established by Department of Transportation (DOT). All of the
current units the Port uses will be in need of replacement by the end of calendar year 2014. We
will need to replace all of the "soft items" such as shoulder straps and pads on all of our units as
well as doing a total rebuild of all of our units to keep up with manufacturer recommended
standards. This will be the second rebuild of these packs. 85% of our packs are still at the 1997
edition National Fire Protection Association (NFPA) standard and will need to be updated to
meet new NFPA 2013 standards. 
BACKGROUND 
The original budget request for SCBA replacement was approved in 2012. Due to a delay in
manufacturing to meet new NFPA standards, all purchases were delayed to the beginning of
2014. During this delay, the POSFD has been diligent by extending the life of the current
equipment while maintaining compliance and without compromising safety.

PROJECT JUSTIFICATION AND DETAILS 
Authorization of this request will maintain continued compliance in line with the DOT standards.
The DOT standard 49 Code of Federal Regulations (CFR) 173.34e requires that breathing
apparatus cylinders be retired from service after 15 years, with no exception. 
The new SCBA standards provide updates in equipment that enhances firefighter safety through
improved reserve air monitoring and improved face pieces that will serve us well for the next 15
years. It is a risk if we have two different SCBA standards in place within the department and
creates a large risk in our daily operations by the following:
Hazard Zone Operations  Two different SCBA standards within the hazard zone would
create additional risk to firefighters because the working capacity of each type of cylinder is
different, creating the potential of one firefighter to have less available working air than
others within the hazard zone.
Certifications/Training  each firefighter has to certify each year on every type of SCBA
they are required to use. This certification requires annual training, testing and quarterly
donning and doffing drills, therefore, having two standards would double the training and
certification requirements.
Compressor/Fill Station    Having two SCBA standards creates risk in re-servicing
cylinders requiring different pressures. The old standard requires 4500 psi and the new
standard requires 5500 psi; therefore, when filling the cylinders the potential could be
catastrophic if mistakes are made if a 4500 cylinder is thought to be 5500. 
Project Objectives 
The primary focus of Seattle-Tacoma International Airport is the provision of a safe and secure
airport operating facility with sufficient emergency support for our tenants, the traveling public,
and to protect the region's airport assets. This purchase will help us continue to stay compliant
with regulations and standards while at the same time improving firefighter safety while working
in an IDLH atmosphere.

Schedule 
The current manufacturer lead time is 90 days. The intent is to place the order by the end of July
to ensure the equipment is delivered prior to October. The month of October is the Port's annual
certification of SCBA equipment.  By testing on the new Scott equipment we will not have to
test and purchase any of the equipment that will become obsolete. Placing the order quickly will
also assist in the following: to effectively train and orient employees to the new standard and
features, to conduct required fit testing, to safely transition from the old standard to the new
standard before many of the 2007 model SCBAs expire, and to allow the purchase to be made on
a national purchasing contract. 
FINANCIAL IMPLICATIONS 
Budget Status and Source of Funds 
The costs associated with this authorization request are included in the 2014 approved operating
budget for the Fire Department. As such, the funding source will be the Airport Development
Fund. There will be a one-time increase to passenger airline cost per enplanement (CPE) of
approximately $0.02 in 2014. 
Lifecycle Cost and Savings 
The lifecycle of the SCBA is 15 years. There will be a savings of approximately $85,000 due to
the buy-back of used equipment; this savings is included in the total cost of the purchase.

STRATEGIES AND OBJECTIVES 
This purchase supports the Airport's strategy to operate a world class international airport by
ensuring safe and secure operations. This upgrade to the most recent SCBA standard enhances
firefighter safety and will enable a continued ability to provide rapid response to the airfield, to
travelers, and community members alike who are in need of a rapid response, care, and
treatment. Also, this new SCBA standard is becoming the standard in equipment within our area
and through the utilization of like type equipment; it supports and improves area safety when
responding with our jurisdictional partners.
ALTERNATIVES AND IMPLICATIONS CONSIDERED 
Alternative 1)  Delay purchase to 2015. All of the current equipment will be out of compliance
per DOT and NFPA standards. Delaying this purchase will result in life safety issues and would
prevent entry into the hazard area on the fire ground. This is not the recommended alternative. 
Alternative 2)  Request Commission authorization for the Chief Executive Officer to execute a
contract for $343,000.00 to purchase SCBA equipment. This is the recommended alternative.
