SUBJECT:  Interlocal Agreement Between King County and the Port of Seattle for Jail
Services

ACTION REQUESTED: 
Request Commission authorization for the Chief Executive Officer to enter into an eight-year
interlocal agreement from January 1, 2013, through December 31, 2020, with King County for
use of the King County Jail with an option to terminate the agreement at any time. The total cost
for this agreement with a three-percent annual increase for eight years will be approximately 
$1,700,000. 
SYNOPSIS: 
The Port of Seattle uses King County Jail for all felony and some misdemeanor arrestees. The
Port of Seattle and King County are parties to an interlocal agreement for these jail services that
expired December 31, 2012. The current annual contract price has been held steady for the last
four years at approximately $120,000. This request contains an increase of three percent per
year, bringing the requested total agreement amount to approximately $1,700,000. 
BACKGROUND: 
King County and the Port of Seattle are parties to an interlocal agreement for booking inmates
for various misdemeanor and felony offenses. The total cost includes transportation to and from
court, medical facilities, and public defenders. The contract also takes into account the cost for
booking fees, personnel, medical needs for inmates, and daily maintenance of inmates and the
facility.

PROJECT JUSTIFICATION: 
Compliance with RCW Chapter 70.48 City and County Jails Act. 
Maintain a reliable jail facility for booking and housing Port of Seattle inmates. 
The Port continues to work toward a service agreement with the South Correctional
Entity (SCORE) facility that sits on property once owned by the Port of Seattle. The
long-term plan is to use this less expensive facility to house the majority of our
misdemeanor prisoners; however, the logistics of prisoner movement and supervision
have delayed the process.
Once in place, there may still be occasions where it is more appropriate to use the King
County Jail and that facility is required for felony bookings. 
PROJECT SCOPE OF WORK AND SCHEDULE: 
If the requested action is approved, a new interlocal agreement will be executed and jail
services will be continued without interruption. 
FINANCIAL IMPLICATIONS: 
Budget Status and Source of Funds: 
Contract payments are to be included in the annual operating budget as specific line items in the
Port of Seattle Police Department budget. The 2013 operating budget includes $120,000 for this
service. The total contract cost over the eight-year contract period is $1,700,000. 
Lifecycle Cost and Savings: 
There will be annual operating and maintenance cost increases estimated at three percent per
year to maintain the upkeep of the facilities and staff levels. 
STRATEGIC OBJECTIVES: 
Having jail service is important to maintaining customer service and public safety and supports
the goal of Meet the region's air transportation needs at Sea-Tac Airport and Seattle Waterfront 
for the next 25 years. 
BUSINESS PLAN OBJECTIVES: 
This service supports the Airport's strategic goal of operating a world-class international airport
by ensuring safe and secure operations. 
ALTERNATIVES CONSIDERED AND THEIR IMPLICATIONS: 
Alternative 1: (Do Nothing): This results in continued operation with a higher cost value and risk
not being able to use the jail. We would need to find an alternative. 
Alternative 2: Invite competitive bids for interlocal agreements with neighboring cities. There is
no established market for this of kind of service, and most neighboring cities also use King
County Jail. This is not the recommended alternative.

Alternative 3: Agree to the new interlocal agreement with King County. This is the
recommended alternative.
