Motion to Appoint a New Commissioner W'
to Fill Vacant Position No. 2

Statement in Support of Motion

In accordance with RCW 42.12.070, the Seattle Port Commission (the "Commission") is authorized
to appoint a new Commissioner to ll any vacancies on the Commission within 90 days until
a successor is
elected and qualied at the next general election, which will be held
on November 5, 2013. The
Commission also amended Article III, Section 4, of the Commission Bylaws
on January 22, 2013, to update
the appointment process used to ll this vacancy.

On January 10, 2013, Seattle Port Commissioner Gael Tarleton sent the King County Council
a letter
of resignation effective January 31, 2013, announcing her resignation
as a result of her election on
November 6, 2012, to represent the 36th Legislative District in the Legislature of the State of
Washington.

Beginning in December 2012, the Commission widely publicized information about the vacancy and
the appointment process to encourage eligible King County citizens to apply for the position. The
Commission held an Informational Seminar at the Seattle-Tacoma International Airport
on January 22 to
provide an overview of the Port's operations and give potential applicants an opportunity to learn about the
role and responsibilities of Port Commissioners. The Commission also advertised online with several local
publications and through social media and contacted the King County Council, the 39 cities in King County
and various partnership and stakeholder groups to
urge them to share the information about the vacancy
widely. '

The Commission was pleased by the interest expressed in the position when twenty-nine individuals
submitted applications by the February 1, 2013, deadline. At the February 5, 2013, Commission meeting,
the applicants addressed the Commission or sent written statements outlining their interest in and
qualications for the position. The Commissioners reviewed the qualications of the applicants and
announced the names of ve nalists on February 8, 2013. At that time, the Commission noted the quality
and diversity of the applicants and the strength of their applications.

To introduce the nalists to the public, the Commission hosted town hall meetings
on February 26
and February 27 in Seattle and Renton where journalists Essex Porter and Robert Mak asked
a series of
questions designed to test the nalists' knowledge of the issues facing the Port of Seattle and took questions
from the audience. These two town hall meetings were excellent
ways to learn about the nalists' views and
gauge how they would approach many ofthe issues facing the Commission.

The Commission has carefully considered the qualications of the ve nalists and has decided
on
the applicant who will best serve the citizens ofKing County for the remainder of 2013.

The Seattle Port Commission, in accordance with RCW 42.12.070 and Article III, Section 4, of the
Commission Bylaws, hereby selects                         to serve as a Seattle Port
Commissioner in Position No. 2 until the successor to the ofce has been elected and qualied at the general
election on November 5, 2013. This appointment expires on December 31, 2013.

The appointment will be effective at 1 pm. on Friday, March 15, 2013, after
is administered the Oath of Ofce.
