v BACKGROUND:

In accordance with Resolution 3605, Paragraph 4.2.3.6, we are informing the
Commission that an emergency was declared on January 25, 2013 at Terminal 115 to
undertake an immediate and comprehensive geotechnical survey, followed by immediate
public works repair in all areas impacted by the rupture of a 10" diameter waterline, and
subsequent discharge of 13 million gallons of Water, subsurface, at the terminal.

Upon discovery ofthe water main lupture on December 26, 201:2,the water was shut off
and the water pipe was repaired and returned to service on December 31,2012.
However, the extent of the water damage to the pavement and substructure is clearly
extensive and imposes risk to property, equipment, and life if not repaired as soon as
possible.

On December 26, an underground 10" diameter main waterline ruptured at Terminal
115. The water was shut off, the break__in the line
was located approximately nine feet
below grade and repair of the 10~inch ruptured water main
was completed on December
31, 2012. -

Water meters indicate the initial waterline rupture discharged roughly 13. million
gallons
of water, subsurface, at the terminal.' '

The paved surface in this area includes a 16" concrete-treated base with
a sixinch
asphalt overlay designed to support container handling equipment with 280,000 lb. axle
loads.

It is likely there are extensive undetected sub-surface voids caused by the
rupture. It is
unknown whether it is safe to operate terminal yard handling equipment at this time.
As such, there is risk that a large, heavy piece of
cargo handling equipment could break
through the surface and fall into an undetected void. This could pose signicant risk to
property, equipment, and life safety.

Staff believes it is imperative to undertake an immediate and comprehensive
geotechnical survey, followed by immediate repairs to areas impacted by the ruptured
water main.

Under'the lease agreement, the Port is responsible for maintenance and repair of the
waterline and the repair of any damage caused by water line failures.

The water line is repaired and in service.
The extent of damage to the soil and asphalt from the
water line break is clearly
extensive, however since the high-pressure water migrated beneath the paved surface,
areas in need of repair cannot be determined without geotechnical analysis.

Until safe areas of operation are identified and repairs
are completed, terminal cargo'
operations are being impacted. In order to avoid possible risk to loss of property,
equipment and life these repair must be undertake immediately.

A Geo-Tech analysis needs to be completed to determine more specifically the extent of
damages and repairs necessary to restore the asphalt and soil condltlons to the      '
condition prior to the waterline break.

A construction contractor must then complete the repairs and return the
property back
to the tenant by the April 1, 2013.

itIS requested that the Chief Executive Ofcer make a finding that an emergency exists
at Terminal 115 Northland area and authorize expedited award of service agreements
and public works contracts as necessary per ROW 39.D4020, RCW 39.04280 and
ROW 3980.060 to effect the emergency repairs.
