On or before noon on Sunday March 25, 2012, the electrical transformer powering Cranes 80, 81, and 82 was lost for unknown reasons, thus shutting down the operations of the three large cranes. In subsequent attempts to restart Cranes 81 and 82, the operator was able to restart Crain 82 and remove its load from the ships hold. However, Crane 81 still remains in the ships hold and connected to a load. No operations can proceed with ship unloading/loading in the immediate area'or ship movement until power is restored and Crane 81 is removed. A replacement transformer has been located from Seattle City Light and an electrical contractor can be mobilized to determine what additional equipment and materials are required to complete the transformer change out and return T46 to full operations. It is the intent of this emergency action to remove the existing failed transformer and any related or associated equipment and/or materials deemed unsuitable for re-use as well as purchase or lease replacement equipment including labor and return T46 to full operations. It is estimated that the cost to make repairs is approximately $250,000 for equipment, materials and labor. In addition to in-house professional services, consulting services may be required and are included in the estimate. No ship unloading or loading nor ship movement can occur until power is restored to Crane 81 and its systems are removed from the ship's hold. This morning on March 26, 2012, a determination was made that an emergency existed. The Chief Executive Ofcer made a finding that an emergency did exist at, the Port of Seattle, Seaport Division, and authorized the award of public works contracts to affect the emergency response to the electrical failures, per RCW 39.04.020 and RCW 39.04.280.
