ACTION REQUESTED 
Request Commission authorization for the Chief Executive Officer to (1) prepare design and
construction bid documents, (2) advertise and execute major works construction contracts, (3)
purchase goods and services, and (4) utilize Port crews for an estimated $3,400,000 for the
Sound Transit Airport Walkway and Bridge Improvements at Seattle-Tacoma International
Airport. 
EXECUTIVE SUMMARY 
This project is to construct improvements to the existing interim walkway and pedestrian
bridge completed in 2009 by the Port between Sound Transit's Airport Station and the Airport
Terminal. The improvements will reduce or eliminate the natural environment impacts (rain,
wind, cold) for those using Sound Transit's light rail transit system to travel to and from the
Airport. This will greatly improve the experience for passengers, workers and visitors and could
increase the airport's ASQ rating, a key strategic goal, and ridership. These improvements are
planned to be installed by summer 2017. Port staff is requesting both design and construction
authorization to complete the improvements on an accelerated schedule. Port staff will be
evaluating future improvements, such as a separate walkway with moving walkways, during the
coming year.
JUSTIFICATION 
This project enhances the level of customer service provided to Airport passengers, visitors, and
employees that utilize the Sound Transit light rail transit system. This project contributes to the
Port's Century Agenda strategic objective to advance this region as a leading tourism
destination and business gateway by meeting the region's air transportation needs at the
Airport. In addition, this project supports the Aviation Division's priority to improve customer
satisfaction and potentially improve the Airport's ASQ rating.

DETAILS 
This project will provide a targeted range of improvements to improve the experience of
Airport passengers, visitors, and employees that utilize the Sound Transit light rail transit
system. The current pedestrian bridge and walkway connection was placed into service in 2009
from the Airport Station (owned and maintained by Sound Transit) through the Port's Main
Garage to the Main Terminal. The Port maintains the pedestrian bridge and walkway.
Port staff is  currently exploring several options to accelerate the completion of the
improvements. The current approach envisions the completion of the aesthetic improvements
(e.g., painted ceiling, column treatments) and wind screens by year end, and heaters , fire
sprinklers, and walkway surface improvements by summer 2017. The long-term improvements,
a separate pedestrian bridge with moving walkways, are not included with this effort, and
would require a separate authorization. 
Scope of Work
Port staff is currently exploring several options to improve the customer experience and level of
service along the walkway. The scope of work for the project includes aesthetic improvements
(e.g., painted ceiling, column treatments), wind screens on the north side of the Main Garage,
radiant heaters, fire sprinklers, and walkway surface improvements. The project also includes
acquisition of carts to help transport passengers needing additional assistance between the
Airport Station and Main Terminal. 
Schedule 
Port staff is currently working on a detailed delivery schedule. Work has already begun on
some of the aesthetic improvements (e.g., painted ceilings), and the last of the remaining work
is envisioned to be completed by summer 2017.

Annual Budget Status and Source of Funds 
The Sound Transit Airport Walkway and Bridge Improvements project was not included in the
2017-2021 capital budget and plan of finance. Additional capital budget of $3,100,000 willbe 
transferred from the Non-Aeronautical Allowance (CIP #C800405), resulting in no net change to
the capital budget. Both the capital and expense portions of this project will be funded by the
Airport development fund.

No future revenues are anticipated as a result of the completion of this project. With the
exception of the operating costs for the cart service, the future expenses are not anticipated to
significantly change. 
ADDITIONAL BACKGROUND 
On December 20, 2004, the Port entered into an agreement with Sound Transit to extend the
light rail transit system to the Airport by 2009. This committed the Port to complete several
major capital projects and Sound Transit to complete the Airport Station  project. The
agreement specified that the Port was responsible for the cost of the pedestrian connections
from the Airport Station to the Airport Terminal. 
In 2009 the Port completed the 4th Floor Improvements Project (CIP #C800036) that included
the construction of a raised walkway, panelized barriers separating vehicles from pedestrians,

lighting improvements, wayfinding and signage improvements, and safety and security
components. The walkway is approximately 560 feet of the 1,200 foot pathway between the
Airport Station and the Airport Terminal. The total cost of this project was approximately
$8,488.332.
