MOTION 
OF THE PORT OF SEATTLE COMMISSION 
DIRECTING CREATION OF A SEA-TAC AIRPORT
COMMUNITY ECOLOGY FUND 
PROPOSED 
NOVEMBER 22, 2016 

TEXT OF THE MOTION 
The Port Commission hereby directs the creation of an Airport Community Ecology Fund to
support projects and programs in Sea-Tac Airport-area communities to improve ecological and
environmental attributes in airport-area communities. A sum of  $1 million shall be allocated to
the Airport Community Ecology Fund. 

STATEMENT IN SUPPORT OF THE MOTION 
The Port of Seattle is committed to fulfilling its responsibilities to ensure the safety of flight and
compliance with all FAA regulations at Seattle-Tacoma International Airport. At the same time,
the Port recognizes the impacts of airport operations on SeaTac, Des Moines, Burien, and other
communities. 
The Port Commission has received substantial public input and comment concerning the Flight
Corridor Safety Program, under which the Port will remove and replace trees and other
obstructions to navigable airspace to meet regulatory requirements and continue necessary
airport operations. This program, while essential, has resulted in concerns from citizens about
impacts on the environment and quality of life in their communities. Trees are important to
preserving air quality and screening airport activity. 
Recognizing these comments, and the Port's interest in supporting strong and healthy
communities, the Port should establish an Airport Community Ecology fund available to the
citizens and communities of SeaTac, Burien, and Des Moines to improve ecological attributes in
cities affected by airport operations. The Fund will be provided with $1 million. 
Specific environmental opportunities such as tree planting and projects to be funded by this
program shall be identified through consultation and outreach to the affected communities. The
activities will include, but not be limited to, support of Des Moines Memorial Way tree
replacement program, tree planting in communities, cooperation with environmental education
programs in local schools, joint efforts with local non-profit organizations, and other outreach
activities.

Port staff is directed to develop procedures for engaging with the community to elicit proposals
for funding and for selecting candidate projects. Projects selected should be apportioned fairly
among the communities affected. 

STATEMENT OF POLICY DIRECTION 
Port staff is directed to create an Airport Community Ecology Fund to support environmental
projects and programs in SeaTac, Burien, and Des Moines. The sum of $1 million shall be
provided for the Fund. 
The staff is directed to consult with the Commission concerning the scoping and criteria related
to project selection and outreach to the community. Staff will return to the Commission no later
than the first quarter of 2017 with recommendations for funding of an initial list of projects.
