PORT OF SEATTLE MEMORANDUM COMMISSION AGENDA Item No. 7a Date of Meeting November 30, 2009 DATE: November 25, 2009 TO: Tay Yoshitani, Chief Executive Officer FROM: Linda Strout / Ralph Graves / Colleen Wilson SUBJECT: Update on Port Reform Initiatives BACKGROUND Over the past nearly three years, several events have generated a series of fundamental internal process reviews and reform activities. The triggering events include a 2007 SAO Performance Audit, a 2007 Report from a Commission-appointed external Expert Police Panel and the 2008 McKay Report. In each instance, the Port's CEO created internal teams to separately and fully address each matter, involving literally hundreds of man hours of attention and hard work, hiring of additional top level management and significant internal work group reorganization and centralization. All of these efforts have been tracked on the Port's internal and external websites, with progress and status reports to the Commission at public meetings. At the November 23 Commission Meeting, staff will update the Commission on 2009 progress, actions and activities concerning the following initiatives: Workplace Responsibility Program (Ethics/Compliance) Procurement, Contracting and Project Management Police Accountability and Reorganization Many of these initiatives now are past the development stage and have been fully or partially implemented. Staff will identify those initiatives for which additional future action and briefing may be required as well as those which are well underway and integrated into regular workday policies and procedures.

PDF files are created with text and images are placed at an exact position on a page of a fixed size.
Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
PDFs that are full page graphics, or scanned pages are generally unable to be made accessible, In these cases, viewing whatever plain text could be extracted is the only alternative.
