PORT OF SEATTLE MEMORANDUM COMMISSION AGENDA Item No. 5a Date of Meeting March 24, 2009 DATE: March 17, 2009 TO: Tay Yoshitani, Chief Executive Officer FROM: Gary Schmitt, Director, Labor Relations SUBJECT: Request for Authorization for the Chief Executive Officer to execute an Extension Agreement between the Port of Seattle and International Longshore & Warehouse Union, Local 9 representing Ground Transportation Agents & Guest Service Representatives at Sea-Tac International Airport. BACKGROUND In general, for Washington State public employers, the terms of an expired Collective Bargaining Unit extend for one year, pursuant to RCW 41.56.123 to provide employees with protection during negotiations. However, Port Districts are exempted from the automatic one (1) year continuation of contract terms granted to other public employers under RCW 41.56.123. Th is Collective Bargaining Agreement expired on February 28, 2009. As of March 17, 2009, the Port and Union continue to engage in active negotiations. Additional time is required to negotiate, draft contract language, hold a ratification vote, and submit the full agreement to the Commission for approval. REQUESTED ACTION Request for Authorization for the Chief Executive Officer to execute an Extension Agreement between the Port of Seattle and Longshore & Warehouse Union, Local 9 representing Ground Transportation Agents & Guest Service Representatives at Sea-Tac International Airport.
