The City is looking for an alternative location to relocate the encampment. *** July 2017 Port Commission received correspondence from community stakeholders requesting the Commission consider using Port property, specifically Tsubota, as a temporary relocation site for Tent City 5 July 25, 2017 Port Commission Meeting testimony from Tent City 5 residents and supporters August 8, 2017 Port Commission Meeting Briefing from the City of Seattle and King County's on the comprehensive approach to the region's homelessness crisis. The Commission directed Port staff to look into how the Port can be helpful August 18, 2017 Tsubota Site Visit with the Port, City of Seattle, Low Income Housing Institute (LIHI), and Seattle Housing and Resource Effort (SHARE) September 6, 2017 Community Meeting September 12, 2017 Port Commission Meeting TIMELINE 2 Proposed Lease Agreement Key Elements: Lease agreement with the City of Seattle for a portion of the Tsubota property (1601 15th Avenue W) Less than 18,000 square feet of leased area The City shall use the Premises for the operation of Tent City 5, including the placement of up to 35 tiny structures and additional tents to accommodate up to 80 residents and their pets, if applicable. One year lease with an option to extend for one year Preparation of the site will be the responsibility of the City of Seattle Utilities will be provided by the City of Seattle (electricity, water, sewerage and drainage, recycling, and garbage disposal and costs associated with providing these utility services) Portable toilets will be provided by the City of Seattle and the City may build shower facilities as needed LEASE BETWEEN THE PORT OF SEATTLE & THE CITY OF SEATTLE 3 TSUBOTA PROPERTY: 1601 15th AVE W 4 Operations Highlights: The City of Seattle has a contract with LIHI authorized to oversee and manage the encampment including administering the operating funds for encampments SHARE is the organization that was selected by the City of Seattle to manage Tent City 5 Residents of the Tent City 5 form governing body that is responsible for site security, resident identification and donations management They enforce SHARE's Code of Conduct which prohibits alcohol and drugs coming into the encampment or bringing in weapons, fighting, abuse of any kind, littering or disturbing neighbors PORT CITY OF SEATTLE LIHI SHARE 5 Operations Tent City 5 has a Community Advisory Committee (CAC) that meets monthly to review camp operations, needs, and ensure that the camp operators and social service providers are adequately addressing all community concerns and complaints Seattle Police Department will be the primary first responders for all reported crimes and incidents that occur in the area SAFE & SECURE 6 Stakeholder Outreach Two Commission Meetings (July 25, 2017 and August 8, 2017) Community Meeting (September 6, 2017) Notifications to key stakeholders inviting them to the Community Meeting Neighborhood Businesses Industrial Port tenants/customers Elected Officials Local Neighborhood news/blogs Additional City of Seattle Community Meetings , if site is selected 7
