Metruck, Executive Director FROM: Jeffrey Brown, Director, Aviation Facilities and Capital Programs SUBJECT: Airport Building Automation System Upgrade (CIP #C801027) (Short Form) Amount of this request: $890,000 Total estimated project cost: $890,000 ACTION REQUESTED Request Commission authorization for the Executive Director to (1) proceed with the Airport Building Controls System Upgrade project; and (2) procure required software and vendor services for a total capital project cost not to exceed $890,000. SUMMARY The Siemens Direct Digital Controls Building Automation System is an airport-wide central control system that has been in use since the 1990s and controls, monitors, meters and records the operation of airport terminal heating, ventilation, air conditioning, domestic hot and coldwater systems, exhaust fans, fire pumps, smoke control systems, steam, natural gas, compressed air systems, cooling for computer and electrical equipment rooms, sanitary sewer, industrial waste, storm water pumps, and aircraft cabin Pre-Conditioned Air (PC Air) systems. The current Siemens control system software was originally installed in 1997 and is at the manufacturer's end of life. The Port will no longer receive additional licenses for more capacity after September 2018 and will receive no upgrades or technical support after December 2019. This project will upgrade the Siemens control system software to the current platform increasing overall integration capability, providing an improved user interface, supporting expansion and reducing the risk of failure for a critical airport system. Security features including encrypted communication and role-based access will continue protection against cyber-crime. A competition waiver with Siemens valid through 2025 will be used to procure the system upgrade and implementation services. This project is not included in the 2018-2022 capital budget and plan of finance. The budget of $890,000 will be transferred from the Aeronautical Allowance CIP #C800753 resulting in no net change to the Airport capital budget. There are no attachments to this memo.
