Emerging Issues and Overview:

How are 66 million passengers and employees going to get to Sea-Tac Airport? In just six years passenger totals at Sea-

Tac have increased by nearly 15 million, for a total of 45 million in 2016. This puts Sea-Tac into the top 10 US Airports by
total passengers for 2016. As a major employment center and foundation for regional economic growth, the airport
needs a concerted effort to deliver quality transportation options to the airport.

Port of Seattle staff will lay the groundwork of mode split and changes in behavior over the past few years. Top officials,
private sector and non-profit thinkers will join us to discuss and outline a regional path forward for planning and
implementing solutions to our airport congestion issues.

King County Councilmember Claudia Balducci is a mom, a neighborhood advocate, transportation leader and former public safety
ofcial. She represents King County District 6, which encompasses all or part of the cities of Bellevue, Bothell, Clyde Hill, Hunts
Point, Kirkland, Medina, Mercer Island, Redmond, Woodinville and Yarrow Point, the Town of Beaux Arts and the Sammamish
Valley.

A lawyer by training, Claudia worked for King County for over 16 years prior to being elected to the Council. As a project manager
for the County Jails, she negotiated and implemented a settlement with the US. Department ofJustice that reformed the use of
force, expanded ofcer training and improved procedures for preventing suicide and self-harm in the County's jails. As the Jail
Director, Claudia embraced Lean process improvement to reform the way thejail housed inmates with mental illnesses, increasing
safety, improving conditions, expanding treatment options, and saving over $2 million in costs to the taxpayers per year.

Claudia's rst became active in politics when she joined her neighbors to advocate for the revitalization of her local shopping
center. She was later elected to a Bellevue city charter commission and then to the City Council where she served for 12 years,
including two years as Deputy Mayor and two years as Mayor.

Claudia has been a passionate supporter of good transportation options since first taking ofce in 2004. She has been a member
and past Chair of the Puget Sound Regional Council's Transportation Policy Board and the Eastside Transportation Partnership. She
currently serves on the Sound Transit Board of Directors. She is proud to have played an instrumental role in extending light rail
from Seattle to Bellevue and the eastside of Lake Washington.

In 2015, Claudia was recognized as "Elected Ofcial of the Year" by the Alliance of Eastside Agencies (Human Services) and the
Washington State Democratic Party. She has also been a strong advocate for education and the arts, supporting great organizations
like Kidsquest Children's Museum, Bellevue Youth Theater, Youth Theatre Northwest, and many more.

Claudia is a graduate of Providence College and the Columbia University School of Law. She lives in Bellevue with her husband Jim,
son Victor and former King County shelter cats Sabrina and Lucy.







Gannon, 47, served as Interim General Manager from March 2016 until Interim tag removed in October 2016.. He was Metro Deputy
General Manager from 2013-2016, and Human Resources Manager for the King County Department of Transportation from 2011-
2013. He previously oversaw budget and labor relations at the University of Montana.

Metro provides a wide range of services, including more than 200 bus routes plus RapidRide lines, Demand Area Response Transit
(DART), and operation of the City of Seattle's streetcar system.

In addition to those fixedroute services, Metro offers accessible services for people with disabilities, commuter vanpools, and
alternative services in communities where regular bus routes aren't the best solution for local transportation needs.

Metro also operates Sound Transit's Link light rail and most of its Regional Express bus service in King County under contract, and is
reimbursed for the operating costs and relevant capital costs.

Transit accounts for 23.4 percent of King County's approximately $11.3 billion 2017-2018 budget. Metro has its own dedicated
funding sources and relies on sales tax for more than half of its total budget. Other signicant revenue sources include fares, federal
grants and revenue from contract services.

Metro's long range plan Metro Connects calls for increasing the number of buses on the street by 30 percent, increasing bus service
by 70 percent and doubling ridership.

As General Manager, Gannon said he will focus on three primary areas:
- Assuring that Metro is safe and reliable for customers and operators, and gets people where they need to be.

"Every day, Metro moves about 400,000 people, and ridership continues to increase. We are already one of the nation's great transit
agencies. Taking our work to the next level is an incredible challenge, but we have an opportunity to be an absolutely outstanding
agency," said Gannon. "We don't just provide service to the community, we are part of the community. I want to thank Executive
Constantine for the opportunity and I look forward to working with all of Metro partners to continue to provide safe, reliable transit

to the region."

Gannon's salary will be $193,634.06 annually. The agency's proposed 2017-2018 budget is approximately $2.5 billion to operate
transit service across King County. The transit division has 4,700 employees, with the backbone of service provided by 2,700 part-

time and full-time bus operators and more than 600 vehicle maintenance staff at seven bus bases located in Seattle, Shoreline,
Tukwila and Bellevue.

As Chief Executive Ofcer of Sound Transit, Peter Rogoff brings an impressive career of transportation leadership to forward the

mission of expanding the regional mass transit system for central Puget Sound. Rogoff was unanimously selected after a nationwide
search and came to Sound Transit in January 2016. Prior to that, he had served since July 2014 as Under Secretary of Transportation
for Policy in the US. Department of Transportation, the department's third highest-ranking ofcial. In that role he led the
development of policies for the department, generating proposals and guidance regarding legislative, regulatory and safety
initiatives. His work spanned all transportation modes, including aviation, highway, rail, transit and maritime transportation.

Starting in May 2009, Rogoff served for ve years as President Obama's Federal Transit Administrator. As the nation's chief public
transit ofcial, Rogoff led the Federal Transit Administration (FTA) through a period of historic change. His administration made
record-setting accomplishments and agency-wide process improvements that responded to America's fast-growing need for
expanded public transportation. He negotiated and signed a record number of full funding grant agreements with transit agencies
across the nation to expand rail and bus rapid transit infrastructure.
Prior to his FTA appointment, Rogoff served for 22 years on the staff of the Senate Appropriations Committee, including 14 years as
the Democratic Staff Director of the Transportation Subcommittee, led by Sen. Patty Murray of Washington and Sen. Frank
Lautenberg of New Jersey.

In 2010 Rogoff was the rst recipient of the Transportation Equity Network's Rosa Parks Award. He also was awarded the US. Coast
Guard Distinguished Public Service Award; the Lester P. Lamm Memorial Award for outstanding leadership and dedication to US.
highway transportation programs; the Dr. and Mrs. William and Budd Bell Award for "tireless advocacy for seniors and people with
disabilities;" and the National Chair's Award from the Conference of Minority Transportation Officials.

Rogoff earned his Master of Business Administration degree with honors from the McDonough School of Business at Georgetown
University and his Bachelor of Arts degree in American Studies at Amherst College. He is married and a father of two.

Bryan Mistele co-Founded lnrix, Inc. in 2004 and serves as its Chairman of the Board  Chief Executive Ofcer and President. Prior to
,
lnrix, Mr. Mistele was an executive at Microsoft, building four businesses including Mobile Services, Automotive Telematics &
Mobile Speech, HomeAdvisor Technologies, Inc. and Microsoft Investor/MSN MoneyCentral. He served as the General Manager of
the Mobile Services Business Unit at Microsoft and was responsible for MSN Mobile as well as Microsoft's carrier and clientbased
mobile services efforts. Under his leadership, Microsoft's Mobile Services efforts grew to become one of the leading providers of
mobile portal and communications services to the wireless industry - with more than 1.6 million subscribers across more than 20
countries. As General Manager, Automotive, Mr. Mistele was responsible for driving the overall market success of Microsoft's
Automotive products, including T-Box - Microsoft's wireless telematics device and Voice Command - a revolutionary speech
recognition product for the Pocket PC. Prior to this, he served as General Manager of HomeAdvisor Technologies, Inc. - a joint
venture between Microsoft, Chase Manhattan, GMAC/RFC and FreddieMac. Mr. Mistele was responsible for creating and managing
the HomeAdvisor business within Microsoft, which grew to more than 250 people. When he left, HomeAdvisor was ranked as the #1
real estate & mortgage service on the web. He joined Microsoft in August of 1995 as a program manager responsible for the
business & nance category of The Microsoft Network. He later became the driving force behind the creation of Microsoft Investor,
which now exists as MSN MoneyCentral. He led the design, development and release of three versions of the site. Prior to joining
Microsoft, Mr. Mistele worked as a project manager with the Ford Motor Company and spent time at IBM and General Motors. He
holds a 8.5. degree in computer engineering from the University of Michigan and an MBA from the Harvard Business School. In 2003,

Mr. Mistele was a regional nalist for the White House Fellowship.







Vlad brings varied and deep experience in policy, advocacy, and campaign politics to his work at Climate Solutions. He is responsible
for guiding policy development and building an integrated communications, advocacy, and government affairs strategy to foster a
clean energy economy in Washington.

Before coming to Climate Solutions, Vlad was Senior Policy Director for the Washington Wildlife and Recreation Coalition, where he
successfully secured tens of millions of dollars in state investment in habitat and recreation lands. He was previously a key part of
issue advocacy and communications efforts for large companies, including Microsoft and GE, and before that served as AIPAC's
Deputy Midwest Political Director. A veteran campaign operative, he has run congressional and state legislative campaigns and
worked on races ranging from mayoral to presidential.

Vlad is a graduate of Northwestern University, where he received a degree in political science. In his spare time, Vlad brews (and
drinks) beer, listens to opera, and volunteers for the Washington Autism Alliance & Advocacy.





Mr. Steve Baneld has been Chief Executive Ofcer of Reachnow Car-Sharing Service of Bayerische Motoren

Werke Aktiengesellschaft since May 2016. Mr. Baneld served as Senior Vice President and General Manager of Registrar Services of
Rightside Group, Ltd. Mr. Baneld served as Chief Marketing Ofcer of INRIX, Inc. from February 2015 to 2016. He served as Senior
Vice President and General Manager of Registrar Services at Demand Media, Inc since September 30, 2013.

Mr. Baneld is a 20-year internet veteran, leads the Demand Media's two registrar businesses; Name.com and eNom. Hejoined
ReachNow from Kirkland-based Inrix. Mr. Baneld served as the Chief Product Ofcer of Korrio, Inc. since October 24, 2011. Mr.
Baneld joined RealNetworks in August 1998 as Group Program Manager for RealNetworks' leading consumer product
RealPlayer(R). In March 1999, he became General Manager of Consumer Products, and shipped three releases of RealPlayer and,
served at the RealOne Platform and RealOne Player. He has many years of experience delivering great technology products,
primarily in software, content delivery platforms and Internet services. He served as Vice President and General Manager of
RealNetworks at RealPlayer.

Prior to his tenure at RealNetworks, Mr. Baneld led product development and marketing initiatives at Microsoft, NCR, IBM, and
other leading technology companies. He served as a Senior Vice President of Sony from 2002 to 2007 and also its General Manager.
There, he spearheaded marketing, content licensing and business development across such products as the eBook digital download
store for the Sony Reader and the first PlayStation Portable media management application, expanding PSP functionality to music,
video and photo synchronization. Mr. Banfield held several leadership positions in product and content development, delivery and
marketing at Screenlife Games (a Paramount Pictures Division), Sony, RealNetworks and Microsoft. He holds a BA. in Computer
Science from Transylvania University and an MBA from the Harvard Business School.

DRAFT Lance Talking Points - Moderator

Commissioners and CEO Fick, this morning we are joined by several distinguished guests to discuss transportation to and
from Sea-Tac Airport.

We are experiencing tremendous passenger growth at Sea-Tac as our regional economy booms, and our forecast shows

very strong demand for the future - nearly double the passengers in the next twenty years. I don't know if any other
facility in Washington state handled 45 million people, as we will see at Sea-Tac this year, and over 18,000 employees
here each day as well.

Strong passenger growth means we are working on a lot of important areas  faster passenger screening, better facility
cleanliness, improved dining and retail  even as we look at the facilities we will need for the future.

Travel to the airport is very important to our passengers, many of whom live and work in this region. We hear it in our

customer comments and in survey work done this year. It matters to our employees as well. With even more

passengers coming to Sea-Tac in the future, we need to reduce congestion, lower emissions and make the trip more
efficient. How do we do that?

Today, we have a number of guests who will walk through some questions with us, talk about shared interests and how
we can work together.
