Minutes Exhibit E

Exhibit E
Port Commission Regular Meeting
of January 22, 2019
M - CITY OF NORMANDY PARK
January 22, 2019

Commissioners of the Port of Seattle,

I'd like to thank the Port of Seattle and Lance Lyttle for pursuing this outreach to the
citizens of South King County to engage them in a meaningful round table discussion

group.

Compared to the previous history of the 3rd runway approval, with multiple lawsuits by
C.A.S.E., (Citizens Against Seatac Expansion), and others, StART represents a
significant step toward engagement with Normandy Park and other South King County
cities.

There have been times of mutual collaboration and agreement and times of sharp
disagreement and confrontation. This is a sign of a healthy democracy, and in this
regard, StART has worked well.
As for StART improvement, expanding the Round Table to include discussions of
alternative transportation systems for both people and cargoes should be included and
expedited ASAP. First, these discussions should include both locating sites for an
alternative airport outside our urban areas; and second, a discussion of Hyperloop and
its ability to eliminate both noise and pollution health issues.

| would like to thank Phyllis Shulman for her facilitator efforts and in particular,
Commissioner Ryan Calkins for his reaching out to engage the Hyperloop concept.

In conclusion, let me say, we will only know if StART was successful if we fix the issues
before us today, for future generations. Let us not dwell on the past, nor shoot
messengers of the present. Let us make sure that the StART discussions we have
today actually bear concrete results in the near future.

Sincerely,
Earnest Thompson
