Box 1209 Seattle, WA 98111 Re: StART Thank you for the opportunity to address the progress of StART. Over these formative months, StART has engaged the time-tested organizational development concept "forming," "storming," norming," and "performing." Right now, the StART working group on noise is making significant progress in multiple areas, some of which are novel for Sea-Tac International Airport. This working group is performing capably, and offers the possibility of tangible small wins in noise reduction. Beyond this, the runway pilot project, articulated most recently in committee by Delta and Alaska, offers the possibility of even greater noise reduction, as well as improved operational safety and efficiency. Lance Lyttle should be commended forinitiating StART, which offers a capable formatfor dialogue with disparate stakeholders to Sea-Tac International Airport. To stick to Tuckman's 1965 organizational model, large-group StART has been vigorously forming and storming, and recently appears to be norming, if not quite performing. | am optimistic, however, that START will become part of the fabric of individual, group and organizational interaction that enables Sea-Tac International Airport to be all it can be, while repairing and enhancing the residential quality of life in the region.
