Metruck, Executive Director FROM: Pearse Edwards, Senior Director, External Relations SUBJECT: Washington Sustainable Aviation Fuels Summit EXECUTIVE SUMMARY In December 2017, the Port of Seattle Commission adopted a motion setting ambitious sustainable Port goals, including aviation goals, establishing hard targets through 2050. In summer 2018, the Commission then approved a strategic work plan to achieve the goals, key milestone and timelines. This briefing will provide an update on the status on work to date to enhance awareness of and support for sustainable aviation fuel (SAF) use at Sea-Tac, including sponsoring the first-ever Sustainable Aviation Fuels Summit in Seattle on March 7 and 8. ADDITIONAL BACKGROUND To support this work, the Port of Seattle sponsored the first-ever Sustainable Aviation Fuels Summit in Seattle. The summit, which attracted attendance from over 100 participants, was designed to: 1. engage and align the entire sustainable fuels value chain; 2. garner a broad-based coalition of support for sustainable aviation fuels and the Port's goals; 3. position the Port of Seattle and Commission leadership as sustainable aviation fuel thought leaders nationally and internationally; and 4. inform the narrative around sustainable aviation fuels. Audience: Sustainable Aviation Fuel value chain including: national and international thought leaders, Port leadership and staff, local government, state government, airlines, fuel producers, fuel certifiers, feedstock providers, financiers, academia, NGOs, aircraft manufacturers, and large corporates in the region. Given the tremendous amount of work and strategic partnerships that the Port has conducted and sponsored on SAF, the SAF goals the Port has set, and the ongoing clean fuel standards discussion (HB 2338) in Washington, it was timely for policymakers and Port leadership to hear from the entire value chain. Specific topic and themes that were addressed included: feedstock options for Washington and the Pacific NW from both an academic and business perspective; clean fuel standards and other policy drivers; end user/off-taker perspectives; SAF certification; and business jet aviation opportunities and challenges. We will also hear from fuel producers and financiers to get inside recent project deals and the U. S. Department of Energy leadership. Speakers included: Governor Jay Inslee former Navy Secretary Ray Mabus; fuel producer CEOs & COOs including Jennifer Holmgren / LanzaTech, Bryan Sherbacow/World Energy, Pat Gruber/GEVO, Dave Kettner/Virent, Jeff Manternach/Red Rock Biofuels; financiers and investors including Eric Toone of Breakthrough Energy Ventures, Bruce Comer/Ocean Park Advisors, and Michael Schrader of Orrick Public Finance; public sector leaders including Dr. Mike Wolcott/WSU/Ascent, and Zia Haq/U.S. DOE; fuel certification including the Chairman of the Board of the Roundtable of Sustainable Biomaterials and Rob Boyd of IATA; airlines and aircraft manufacturers including Alaska Air Lines, Delta Air Lines, and Boeing; and key representatives from business jet aviation. ATTACHMENTS TO THIS BRIEFING (1) SAF Strategic Work Plan PREVIOUS COMMISSION ACTIONS OR BRIEFINGS December 12, 2017 Port Commission adopted a motion to set sustainable jet fuel use at Sea- Tac International Airport that by: 2028, ten percent of jet fuel available at Sea-Tac would be produce locally from sustainable sources; By 2035, 25 percent of jet fuel available at Sea-Tac would be produce locally from sustainable sources; and, By 2050, the maximum blend currently7 approved for jet fuel will be produced locally from sustainable sources.
