7                           transportation  needs  at  Seattle-Tacoma  International

9                           effective   expansion   of   domestic   and   international
10                        passenger and cargo service; replacing the charter of the
11                        Aviation Special Committee adopted March 13, 2018.

16                                             TEXT OF THE MOTION

18    The Port of Seattle Commission hereby adopts the attached charter of the 2019 Aviation Special
19    Committee to provide information, advice, and recommendations about fulfilling the port's
20    Century Agenda goals to meet the region's air transportation needs at Seattle-Tacoma
21    International Airport for the next 25 years and encouraging the cost-effective expansion of
22    domestic and international passenger and cargo service as elaborated in the attached charter. 
23    This charter replaces the charter of the Aviation Special Committee adopted March 13, 2018.

25                                     STATEMENT IN SUPPORT OF THE MOTION

27    An Aviation Special Committee was originally chartered by the Port of Seattle Commission on
28    March 13, 2018. With the passage of the committee's first year of activity, staff recommends
29    revision of the committee charter to clarify technical elements and to re-focus the scope of the
30    committee's work. The  2018  Aviation  Committee  focused  its  oversight  function  on  the
31    International Arrivals Facility (IAF). On September 25, 2018, the Commission passed a motion
32    creating an Executive Review Panel comprised of experienced construction management
33    professionals to review the execution and supervision of the IAF program. The resulting change
34    in leadership on the project and other significant changes have recaptured lost ground and
35    created more transparency on progress of the IAF program for the public.

37    The  2019  Aviation  Special  Committee, chaired  by  Commissioners  Peter  Steinbrueck  and
38    Courtney Gregoire, would be chartered to review and provide recommendations to the Port of
39    Seattle Commission on Century Agenda elements associated with aviation, the airport capital
40    infrastructure program, the development of the Sustainable Airport Master Plan and associated
41    Environmental Impact Statement, and a motion to guide ground transportation at the airport.
