6     I.   INTRODUCTION

8     The 2019 Aviation Special Committee, herein referred to as "the committee," is a special
9     committee created by the Port of Seattle Commission. The committee will provide information,
10    advice, and recommendations about fulfilling the port's Century Agenda goals to meet the
11    region's air transportation needs at Seattle-Tacoma International Airport for the next 25 years
12    and encouraging the cost-effective expansion of domestic and international passenger and
13    cargo service. The committee will focus on airport capital infrastructure programs and review of
14    Century Agenda goals as described further below.

16    This charter defines the composition, authority, mission, scope, responsibility, and meeting
17    structure of this committee.

19    II.  COMPOSITION

21    The Aviation Committee will consist of two Port of Seattle Commissioners appointed by the
22    commission president after consultation with the commission at the beginning of each calendar
23    year in which the committee is active.

25    III. SCOPE OF WORK

27    The work of the 2019 Aviation Committee shall include the following:

29        A.  Provide recommendations to the Port of Seattle Commission to revise, as necessary, the
30            port's Century Agenda Strategy 1: "Position the Puget Sound region as a premier
31            international logistics hub" with a focus on Objective 3: "Triple air cargo volume to
32            750,000 metric tons."

34        B.  Review and provide recommendations to the Port of Seattle Commission on progress,
35            schedule,  and  budget  for  major  airport  infrastructure  projects  including  projects
36            currently underway.

38        C.  Review and recommend to the Port of Seattle Commission ground transportation access
39            principles and goals and propose to the commission a policy to support implementation
40            of those goals and principles by end of Q2 2019.

42        D.  Review and recommend to the Port of Seattle Commission principles and goals, and an
43            implementation plan for the South King County Fund in Q2 2019. Recommend a South
44            King County Fund policy or guidance to the Commission in Q3, after public input.

46    IV. AUTHORITY

48    In pursuit of its mission and scope, the committee is not legally authorized to act on behalf of
49    the Port of Seattle Commission, but is authorized to conduct the following activities: 
50 
51        A. Gather information, consider all matters within the committee's scope of work, and
52            provide information, advice, and recommendations to the Port of Seattle Commission.

54        B.  Engage in outreach efforts and activities to gather information to provide to the Port of
55            Seattle Commission.

57        C.  If the committee determines that to meet its responsibilities it needs the independent
58            services of an outside advisor or consultant with aviation capital project, SAMP, or
59            ground transportation expertise, it may propose the retention of such advisor or
60            consultant to the commission for approval.

62    V.  DURATION

64    The work of the Aviation Committee will continue for the duration of the Sustainable Airport
65    Master Plan process.

67    VI. RESPONSIBILITY

69        A.  The role of the committee chair(s) shall be to:

71            1.  Preside at meetings and serve as committee sponsor(s); 
72 
73            2.  Ensure that the committee is addressing the purposes described in this charter; and

75            3.  Set committee meeting agendas.

77        B.  The Commission Policy Manager is the committee liaison, and commission specialists
78            will support the work of the committee as assigned. The role of the committee liaison
79            shall be to:

81            1.  Regularly  update  the  commission  on  the  work  of  the  committee  in  memos,
82                individual briefings, and public session.

84            2.  Support the work of the committee.

86            3.  Help develop, manage, and distribute meeting materials.

88            4.  Provide logistical support including procuring meeting rooms, scheduling, creating 
89                meeting records, and providing technical assistance.

91        C.  The Port of Seattle Director of Capital Project Delivery, External Relations, will support
92            the committee as the primary executive staff contact. The role of the executive staff
93            contact shall be to:

95            1.  Support    the    committee    with    timely    and    responsive    information;

97            2.  Coordinate with other executive staff in support of the committee's work; and 
98 
99            3.  Serve as a resource for committee deliberation.

101    VII. MEETINGS

103        A.  The committee will meet at least quarterly and will subsequently report to  the
104            commission in public session to provide transparency as to progress made in executing
105            its charter.

107        B.  Workgroups composed of non-commissioner advisors and subject matter experts may
108            be formed by the committee to provide in-depth analysis of issues for the committee
109            and are expected to meet as frequently as needed. Workgroup meetings are not
110            considered official committee meetings for purposes of establishing  a quorum or
111            management of records by the commission clerk.

113        C.  A quorum of the committee is required to conduct official committee business. A
114            quorum is defined as the presence of both commissioners assigned to the committee.

116        D.  Meetings of the 2019 Aviation Special Committee shall be open to the public when
117            required by applicable law or the bylaws of the Port of Seattle Commission.

119        E.  Agendas will be prepared and made available to committee members in advance of
120            meetings.

122        F.  Agendas for updates to the commission to be presented in public session will be
123            published as part of regular or special commission meeting notices.

125        G.  Minutes will be prepared and retained for all meetings of the committee.

127        H.  Records of committee meetings, including any meeting minutes, shall be provided to
128            the commission clerk for appropriate retention in accordance with applicable law and
129            best practices.

Limitations of Translatable Documents

PDF files are created with text and images are placed at an exact position on a page of a fixed size.
Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
