Item Number: 8d_motion Meeting Date: June 25, 2019 1 MOTION 2019-10: 2 A MOTION OF THE PORT OF SEATTLE COMMISSION 3 4 adopting principles to guide outreach and development of 5 the South King County Fund policy. 6 7 PROPOSED 8 JUNE 25, 2019 9 10 INTRODUCTION 11 12 The Aviation Committee recommends the following principles to the Port of Seattle 13 Commission for consideration. In general, principles are a values statement by the Commission. 14 Principles provide guidance for considering tradeoffs that may arise when considering a specific 15 course of action or project, but are not intended to create specific project selection criteria. 16 17 Principles also guide the Commission and staff when they engage with stakeholders and help 18 inform the development of Commission policy. The South King County Fund (SKCF) principles 19 will be used to engage with stakeholders in 2019 on potential project areas and to explore how 20 the Port staff should structure the program. 21 22 Motion 2018-14 on November 27, 2018, created the SKCF, stating as follows: 23 24 Section 3. There shall be an Airport Community Fund, which will designate $750,000 in 2019 25 to be used to provide airport communities resources and support, as allowed under law. 26 Additional funding shall be designated for the Airport Community Fund over five years not to 27 exceed a gross allocation of $10 million between 2019 and 2023, inclusive. 28 29 Specific uses, guidelines, and timelines for the fund will be established by commission policy 30 directive in 2019. For purposes of illustration, fund uses may include support for addressing 31 airport noise and for other projects that support increased environmental health and 32 sustainability. 33 34 TEXT OF THE MOTION 35 36 The Port of Seattle Commission hereby adopts the following principles for the South King 37 County Fund: 38 39 40 South King County Fund Principles Motion 2019-10 South King County Fund Principles Page 1 of 3 41 The SKCF will be used to fund projects in the South King County area: Defined as near- 42 airport communities, with other locations considered on a case-by-case basis, 43 depending on the merits and type of program or project. 44 45 The SKCF will prioritize community input to inform Port decision making: Recognizes 46 the importance of community participation and the Port governance role. 47 48 The SCKF will support Port equity policies and practices: Gives underrepresented 49 communities access to opportunities, and uses equity policies to evaluate potential 50 initiatives and establish desired outcomes. 51 52 The SKCF will provide added benefit: Adds to current Port programs to address airport 53 noise, increased environmental health, and sustainability. 54 55 The SKCF will prioritize projects that are ready to proceed: Prioritizes measures that 56 we can implement now or within a short time frame. 57 58 The SCKF will build on established programs and commitments to fulfill current 59 obligations: Sets priorities based on established programs and thresholds. 60 61 The SKCF will promote innovation: Provides the opportunity to explore innovative 62 techniques that could lead to major longer-term benefits. 63 64 The SKCF will encourage matching funds where possible: In -kind or other funds to 65 stretch dollars and impact. 66 67 STATEMENT IN SUPPORT OF THE MOTION 68 69 In support of the South King County Fund (SKCF) development, External Relations established 70 an engagement strategy to ensure robust, multi-cultural stakeholder involvement that will 71 support equitable implementation of the Fund. The strategy involves near term outreach to 72 local government, grass-top multi-cultural leaders, and existing stakeholder groups such as 73 StART. It also involves the development of a long-term equitable engagement mechanism led 74 by a consultant and modeled off the successful Duwamish EJ work. In total this approach will 75 yield broad and equitable inclusion and community accountability in the development and 76 distribution of the SKCF.: 77 78 Build awareness and interest in the Fund by engaging stakeholders in early 79 discussions/interviews about potential uses and outreach opportunities. 80 81 Generate involvement and support for the Fund by incorporating feedback from early 82 discussions into public input opportunities. 83 Motion 2019-10 South King County Fund Principles Page 2 of 3 84 Engage a wide audience of South King County citizens through advertising, social media, 85 partner promotions, posters, direct mail. 86 87 Establish a mechanism for equitable engagement with historically underrepresented 88 near-airport communities. 89 90 Build community capacity for engagement with the Port through leadership 91 development. 92 93 Be responsive and supportive of community interests using listening / community 94 priority setting sessions in several So. King Co. cities. 95 96 Maintain communications with engaged stakeholders through regular communications. 97 98 The plan is to support the broad outreach that will ensure deep community engagement, 99 leadership development, capacity-building, and data collection and support the fair and 100 equitable distribution of the South King County Fund to near-airport communities. This 101 approach builds upon the successful Duwamish Valley EJ Pilot and promotes equitable 102 economic development, environmental health and community capacity building in near-airport 103 communities. Additionally, it is a way to identify and meet emerging community needs. 104 105 Investing in this capacity-building now will elevate the voices of community members with a 106 vested interest in working proactively with the Port for this and future projects. One key 107 stakeholder group will be employees of businesses working at Sea-Tac Airport, many of whom 108 reside in near-airport communities. 109 110 Key dates will includes: July August Airport area City Council briefings; August October, 111 equity-based luncheon and stakeholder engagement; September October Community Open 112 Houses; September, Commission briefing and policy directive; January March 2020, 113 Community Equity Advisory Council engagement , April 2020 South King County Fund official 114 launch.
