Minutes Exhibit A

When | first moved to Washington 38 years ago, | settled in Kirkland's Houghton
Center and | immediately became a lifelong member of PCC. | really liked the
vibes of this city and still do.

As we started a family and moved on to Bellevue, we continued coming to
Kirkland's downtown Center and enjoyed the City's offerings, over the years.

A few years ago, my husband and | moved to Redondo Beach, part of Des Moines
and South King County. It's a beautiful spot.

Unfortunately for us though, and thousands like us, the last few years have seen
a 6 times growth of air traffic directly overhead, sometimes in 2 paths, lower than
3000 ft, the height at which the chemical pollution from the engines is not
dispersed before it hits the ground. And at every 2-5 minutes throughout the day
and into the night  there is no respite from the intense noise pollution. Ours is
not the only area in King County which is experiencing this disproportionate
impact vs benefits, but the one we know best.

Until we moved to this southern part of King County, we had no idea that these
communities had suffered so much over the years from the airport operations,
from the 1% runway to the 3" runway installations and now even more so, with
their constant use, as the growth and flight paths are lowered and unabated.

This ever-increasing airport growth, serving businesses in Seattle and the Eastside,
comes at the expense of South King County community businesses and
livelihoods, people's lives and their community institutions, such as churches and
schools. As the airport is supposed to serve the whole region, how is this
equitable?
| come to you today, as a past Eastsider, to point out that one part of our County
should not be making decisions that benefit themselves without considering the
effects those decisions will have on others in the County and region. As you
consider the economic values today for your community, please remember to
include the Environmental Justice and Social Justice of your decisions, for others,
which means not participating in prosperity at the expense of others' welfare.
