Re: NEXT GIANT STEP to your Centuries Project & Bold Vision of the NW Seaport Alliance of obtaining
NEW FREIGHT, for the NEXT CENTURY, in conjunction with the Fast Track Completion of President
Franklin D. Roosevelt's ENTIRE Columbia Basin Project (500,000 acres), Snake River, Yakima Basin, and
expansion of Washington port projects!

President Stephanie Bowman & Seattle Port Commissioners,

Since we first met on April 10%", 2018, | have been impressed with the Seattle Port
Commissioners, and staff, on your "Centuries Vision" of obtaining new freight!

After meeting with the NW Seaport Alliance on January 15%, 2019, wherein | promoted the
NW Seaport Alliance, you should have joint direct involvement working with the Eastern Washington
County Commissioners, State Legislative Officials, and the Governor. | traveled to Olympia and
received strong support for this promotion from legislators and Washington State AG Chairman Brian
Blake.

On June 13, 2019 | made a request, and new offer, to US Selective Service Director Don
Benton. Who, as you know, was the ex-Washington Senator and current contender for President
Trump's White House Chief of Staff.

I continued to promote my project to the Eastern Washington Council of Governments, and on

June 26" the EWCOG agreed with Adams County Commissioner, John Marshall (District 1), to request

a joint meeting with the NW Seaport Alliance.

Because of Washington State Economic Development's request Commissioner Marshall has
agreed to convene a "Project Mini Summit" in Ritzville Washington at the Ritz Theater (date to be
determined October  November).

On August 5'", 2019 | met with the Grant County Commissioners requesting a letter from them
in support of a joint meeting with the NW Seaport Alliance, and their support of the "Ritzville Mini
Summit" (attached is their letter).

Stephanie and Commissioners the reason | have come before you today is to request your
vote, if you are really interested in succeeding with "Your Century Vision"? To request you to draft a
short letter, as the Grant County Commissioners did, for a "Joint Meeting of Eastern and Western
Washington Commissioners with the NW Seaport Alliance". As well as your additional willingness to
attend Adams County Commissioner John Marshall's future "Ritzville Mini Summit".

Mr. Stockwell:

Thank you for meeting with the Grant County Commissioners on August 5, 2019 to discuss the
Columbia Basin Project. We are in full support of the fast track completion of this project and
are willing to attend a meeting with the Northwest Seaport Alliance, along with Adams, Lincoln,
and Franklin counties to discuss this.

Once this meeting is scheduled, please notify our office.
