Metruck, Executive Director FROM: Eileen Francisco, Interim Director Aviation Facilities and Capital Programs Wayne Grotheer, Director, Aviation Project Management SUBJECT: Puget Sound Energy Engineering Services and Construction Agreement - Electric Utility Switching Project (CIP #C800699) ACTION Request Commission authorization for the Executive Director to execute an Engineering Services and Construction Agreement (ESCA) between Puget Sound Energy (PSE) and the Port of Seattle (Port) for services to be performed by PSE on the Electric Utility Switching Project at Seattle-Tacoma International Airport (Sea-Tac). Amount to be paid to PSE by the Port estimated not exceed $1,014,000. SUMMARY This Electric Utility Switching project will install an industrial computer system to allow for the safe operation, monitoring, and control of the electrical power distribution system at Sea-Tac Airport. This Electric Utility Switching system will be installed throughout Sea-Tac Airport providing a complete, fault-tolerant control and data acquisition system. The Electric Utility Switching system will serve 26 medium-voltage supply power distribution centers (12,470V 480V) and two utility substations (12,470V) and will enable compliance with current electrical safety regulations. During design review with the local power utility it was determined that substantial work on the Bow Lake Substation (owned and operated by Puget Sound Energy), which provides high voltage power to Sea-Tac airport, was required. This agreement would allow PSE to execute work that includes indication of Port of Seattle breaker positions at PSE dispatch, reverse power relaying to prevent back feeding into the utility grid, and other construction activities necessary for the successful implementation of Electric Utility Switching Project integration with the Alternate Utility Facility (AUF) facility. To support the Electric Utility Switching Project, we request this ESCA with Puget Sound Energy be approved. The funding associated with this agreement is within the current authorized project budget. There is no new funding associated with this request. Template revised September 22, 2016. On July 9, 2019, Commission approved an increase in authorized project funds to $11,950,000, the total estimated cost of the project. This also included approval to advertise and award a major works construction contract at Seattle Tacoma International Airport. 2. On July 27, 2015, Commission approved the Chief Executive Officer to execute a design contract and prepare design and construction bid documents.
