2017 Federal Agenda January 17, 2017 Pearse Edwards, Director, Government Relations, Port of Seattle Eric Schinfeld, Federal & International Government Relations Manager, Port of Seattle Ryan McFarland, Federal Government Relations Manager, Port of Seattle Item No. 7a_Supp_______ Meeting Date: January 17, 2017 Overview Top Priorities •Aviation •Maritime Additional Priority Issues Issues to Monitor for Potential Future Action Breakdown of federal policy focuses in 2017 2 Top Priorities - Aviation Invest in our Airport and Address Community Impacts •Advocate for a long-term FAA Reauthorization bill that includes robust Airport Improvement Program (AIP) funding. •Provide leadership on efforts to give the Commission the authority to set the Passenger Facility Charge user fee. •Work to alleviate passenger wait times. •Increase FAA notification to the Port and the community related to flight path changes; engage federal stakeholders related to community noise and environmental impacts. •Coordinate with federal agencies on state-level advocacy efforts on REAL ID regulations. Top Priorities - Maritime Grow the Competitiveness and Capacity of our Maritime Industry •Reform the HMT to provide greater equity and competitiveness for donor ports. •Achieve $50 million appropriation for the “donor port” rebate program created in WRRDA Section 2106. •Reform NOAA’s Fisheries Finance Program to better support construction and reconstruction of fishing vessels. •Advocate for appropriations to complete the T-18, T-30 and T-5 deepening feasibility study, and for design and construction. •Engage on implementation and funding for a national multimodal freight strategy and related grants. •Work toward expedited deployment by Customs and Border Patrol of radiation portal monitors and adequate staffing levels to ensure efficient movement of cargo.
