Page 1 of 2 M OTION OF THE P ORT OF S EATTLE C OMMISSION M OTION A MENDING T HE P ORT O F S EATTLE C ENTURY A GENDA G REENHOUSE GAS R EDUCTION G OALS P ROPOSED A PRIL 11, 2017 T EXT OF THE M OTION The Port of Seattle shall make the following changes to the Port of Seattle Century Agenda. Consistent with the Greenhouse Gas Protocols, developed by the World Resources Institute and the World Business Council on Sustainable Development the Port shall adopt the foll owing greenhouse gas emission reduction goals: i. Scope 1 – Port Controlled Emissions 1. 15% below 2005 levels by 2020 2. 50% below 2005 levels by 2030 3. Carbon Neutral by 2050 OR Carbon Negative by 2050 ii. Scope 3 – Port Influenced Emissions 1. 50% below 2007 by 2030 2. 80% below 2007 by 2050 S TATEMENT IN S UPPORT OF THE M OTION The Port of Seattle Commission unanimously chartered the Energy and Sustainability Committee by motion on January 26, 2016. The charter tasked the Committee to develop and propose policy directives to help guide the development of policies to support the Port of Seattle’s greenhouse gas (GHG) emissions reductions effort, with a focus on energy efficiency and alternative energy generation . Commissioners Felleman and Gregoire were named as Co - Chairs of t he Committee. The goals proposed today are the first Committee recommendation to support greater GHG reductions at the Port of Seattle. To help achieve these goals the Committee requests that the Environment and Sustainability Center of Expertise (COE) prepare an assessment of the resources and timelines necessary to propose Policy Directive s for review by the Committee, based on the policy reccomendations of the Committee work groups. The Policy Directives will incorporate the discussions with the various departments and propose final policy directives for a vote by the Commission. The policy d irective s will include auditable standards and clear direction for staff to implement the poli cy. Page 2 of 2 The Committee work groups include :  Regional Goals Alignment work group that analyzed our Port GHG reduction goals in relation to other regional municipalities;  Energy Production work group that developed a framework for analyzing Port projects that have energy implications;  Energy Conservation work group that developed recommendations around transportation and leasing policies among other recommendations;  Equity work group that started with environmental equity, but is recommending a broader look into Port equity policies. The policy reccomendations from the equity committee are beyond the scope of the COE. It is in facilitating the delegation of imeline for the proposal of a policy d irective should be included in any recomendations offered by the Center of Expertise back to the Committee. The January 28, 201 7 policy recc omendations of the Committee work groups , as briefed to the Commission, are attached. S TATEMENT OF P OLICY D IRECTION The COE is directed , within 90 days, to create a timeline to develop and propose Energy and Sustainability Committee Policy Directives based on the work group reccomendations. The COE is also directed, within 90 days , to provide a 2018 proposal for implementation of the Policy Directives . As these new policies will affect the work of many Port departments , the COE will meet with key stakeholders across the Port including Project Managers, Engineering, Finance and Budget, Facilities, lease teams and other teams as necessary. The Policy Directives will incor porate the discussions with various departments and will inc lude a timeline for implementation. The Policy Directives will provide clear policy direction with auditable standards and will first be presented to the Committee Co - Chairs for review and referral to the full Commission.
