Good Afternoon, my name is Halene Sigmund. lam the president of the Construction Industry
Training Council of Washington; more commonly known as CITC.

CITC sponsors 10 state approved apprenticeship programs for the open shop segment of the

construction industry. Statewide, we currently train more than 775 apprentices through
approximately 140 participating employers.

In the Seattle Metro Area and King County Region CITC trains approximately 160 apprentices.
Of those apprentices more than 47% are people of color and close to 9% are women.


Of the people of color: over 19% identify themselves Latino; over 12% identify as African
American.

Currently CITC apprentices cannot work on City PLA projects their employers may bid on and
be awarded.


Draft resolution 3725 is not specificg the details of the PLA. On behalf of CITC apprentices, I
am interested in knowing how current and future CITC apprentices residing in King County will
be able to access these jobs without constraints.


I ask that the Port Commission take under consideration those apprentices who reside in King
County who are trained under RCW 49.04 and work for the open shop segment of the
construction industry.


It is important to note that RCW 49.04 and WAC 296.05 regulate apprenticeship in the state of
Washington regardless as to affiliation.
