TO:     John Creighton, President, Port of Seattle Commission

SUBJECT: Written Consent for First Reading and Second Reading and Final Passage of
Resolution No. 3717

I will be unable to attend part of the Port Commission regular meeting on March 8, 2016, to be
held in Commission Chambers at Pier 69, and may not be present when Resolution No. 3717 is
considered and voted upon by the Commission. However, I am familiar with Resolution No.
3717, which relates to transfer of a portion of the Eastside Rail Corridor to Snohomish County.

In accordance with Article VIII, Section 1, of the Port Commission Bylaws, I consent to
Resolution No. 3717 being introduced for First Reading at the March 8, 2016, regular meeting
and being placed on the agenda for nal action (Second Reading and Final Passage) at the same
meeting (March 8, 2016) at which it is rst introduced.

Please proceed with consideration of Resolution No. 3717, and enter this advance written
consent in the ofcial minutes of the meeting as required by the Bylaws.
