Freedom of choice
The freedom of choice ofthe individual was exemplied in the
array of choices the consumer has when deciding. A limited
menu of service providers denies the public an opportunity for
Freedom of choice. The public should have the right to decide
if they want to ride in a vehicle that may not have full safety
equipment such as airbags.
Qempetitive hricing
Competitive pricing is benecial to the public interest in that it
provides marketplace competition for those who want to earn
the business. The public Wins through price competition!
Antitrust
Our country's basic economic philosophy has been its faith in
free competition. So long as the port receives it fees, why
should it care who is the provider of services?

Equal Protection
The constitutional guarantee that no person or class of persons
shall be denied the same protection of the laws that is enjoyed
by other persons or other classes in like circumstances in their
lives, liberty, property, and pursuit of happiness. Everyone who
can offer and provide legal professional services should have

an equal opportunity to work for and earn a living.

Limitations of Translatable Documents

PDF files are created with text and images are placed at an exact position on a page of a fixed size.
Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
PDFs that are full page graphics, or scanned pages are generally unable to be made accessible, In these cases, viewing whatever plain text could be extracted is the only alternative.
