SUBJECT:  Amendment 3 to 2005 Port/City of SeaTac Interlocal Agreement (2005 ILA) 
ACTION REQUESTED 
Request Commission authorization for the Chief Executive Officer to execute Amendment 3 to
2005 Port/City of SeaTac Interlocal Agreement (2005 ILA), which will add the "Connecting
28th/24th Avenue South," and "South 170th Street Roundabout" projects to the list of projects
identified in the 2005 ILA as eligible to receive funding from parking tax collected by the City
from Port-owned parking facilities. 
SYNOPSIS 
Amendment 3 to the 2005 Port/City ILA would allow the City of SeaTac (City) to access up to
$4 million of parking tax funds for the Connecting 28th/24th Avenue South project and the Port to
access up to $1 million of parking tax funds for the South 170th Street Roundabout project. Both
projects would draw from a reserve fund that the City has set aside for Port priority projects as
agreed to in the ILA and as modified by this proposed amendment. Additionally, both projects
meet the intent of the ILA to provide access to City parking tax funds for projects that mitigate
the impacts of airport traffic on City streets. These projects are a priority for the Port because of
the benefits they provide in improving access to airport facilities, for the traveling public and
future tenants of certain off-airport development properties. 
The SeaTac City Council passed an Ordinance on September 24, 2013, authorizing the City
Manager to execute Amendment 3 to the ILA. Amendment 3 does not alter the amount of
parking tax collected or the percentage of parking tax revenue that is allocated to Port priority
projects. 
BACKGROUND 
On February 16, 2006, the Port and the City entered into an Interlocal Agreement (2005 ILA)
that replaced the previous ILA signed in 1997. The 2005 ILA commits the Port and the City to
developing a process for modifying the list of capital improvement projects eligible to receive
funding through parking tax collected by the City from Port-owned parking facilities.
Amendment 1 to the 2005 ILA, signed in October 2007 by the City Manager and Airport
Managing Director, defined this process and added the Washington State Department of
Transportation (WSDOT) sponsored SR-518 improvement project to the list of projects eligible

for parking tax funds. Amendment 2, signed in December 2007, was related to haul routes for
construction of the Rental Car Facility  and was unrelated to parking tax allocation.
Amendment 3 would add the "Connecting 28th/24th Avenue South" and "South 170th Street
Roundabout" projects to the parking tax eligible list and allow access to parking tax funds
allocated to Port priority projects.
Per the 2005 ILA, 36.9% of parking tax collected over the term of the ILA (2006-2015) will be
allocated to Port priority projects as follows:
Port Priority Projects: 
22%  South Access and SR-518 
14.9% Westside Trail and North SeaTac Roadways 
City Priority Projects: 
63.1% All other roadway improvements included in the City's Capital Improvement
Program (CIP) 
Per Amendment 3, the Connecting 28th/24th Avenue South and South 170th Street Roundabout
projects would draw from the 22% reserve that currently includes the South Access and SR-518
projects. 
Connecting 28th/24th Avenue South is a City roadway and pedestrian facilities improvement
project that will provide a critical connection between the Airport and Port development
properties to the south: in particular the Des Moines Creek Business Park, which fronts 24th 
Avenue South between South 216th Street and South 208th Street. The 28th/24th Avenue South
corridor is also a key component of the SR-509 Steering Committee's preferred alternative for a
first phase of a South Access connection between the Airport and a future extension of SR-509
from the current terminus at South 188th Street to I-5. The $20 million project will be partially
funded through a Freight Mobility Strategic Investment Board (FMSIB) grant and financial
contributions from Sound Transit as mitigation for the South Link Light Rail extension project.
Amendment 3 would allow the City to access up to $4 million in City collected parking tax for
the Connecting 28th/24th Avenue South project. 
The South 170th Street Roundabout is a Port priority project that will provide traffic control at
the intersection of South 170th Street, the southbound off-ramp of the North Airport Expressway
and the access to a new cell phone waiting lot. On September 10, 2013, Commission authorized
construction of the cell phone waiting lot.  Airport Operations will return to Commission
requesting construction authorization of the South 170th Street Roundabout following completion
of design. Amendment 3 would allow the Port to access up to $1 million in City collected
parking tax for the South 170th Street Roundabout project.
