Motion to Appoint 
Three New Members 
to the Seattle Port Commission's Ethics Board 
June 4, 2013 
Statement in Support of Motion 
The Port of Seattle has established a strong and comprehensive ethics program for employees and
Port Commissioners to foster high ethical standards, strengthen public trust and confidence in the Port of
Seattle and promote good governance. To further these goals, the Port of Seattle Commission adopted 
Resolution No. 3681, a revised Code of Ethics for Port Commissioners, at the May 14, 2013, Commission
meeting.
The Code of Ethics for Port Commissioners provides for the appointment by majority vote of an
Ethics Board composed of three members "to ensure proper and consistent implementation" of the Code. 
The Board serves as the formal mechanism to consider all complaints against Port Commissionersand 
acts as an advisory body to provide guidance on ethical matters to the Port Commission or individual
Commissioners upon request.
The Commission has asked three distinguished community leaders to serve on the Ethics Board.
They are former Chief Justice of the Washington Supreme Court Gerry Alexander, now of Counsel at
Bean, Gentry, Wheeler & Peternell in Olympia; Jeffrey Coopersmith, a partner at Davis Wright Tremaine 
LLP; and Patrick Dobel, Corba lly University Professor of Public Service at the Evans School of Public
Affairs at the University of Washington. Each of them brings significant expertise related to public
ethics, public integrity, public policy, public service and municipal investigations.
A noted jurist, Mr. Alexander was first elected to the Washington Supreme Court in 1994 and
served as Chief Justice from 2001 to 2010. He has served as an alternate member of the Judicial Conduct
Commission, a former chair of the Board for Judicial Administration and an adjunct law professor. 
Mr. Coopersmith is a veteran trial lawyer and former federal prosecutor with extensive
experience in internal corporate investigations and white-collar criminal and related civil matters. He has
been listed as one of the "Best Lawyers in America" for white collar criminal defense since 2011 and was
selected as one of the "Top 100 Washington Super Lawyers" in 2012. 
Professor Dobel is a nationally known expert and author in the fields of public management,
public ethics, organizational design and integrity issues.  He has advised a number of municipal
governments on these issues and has been a member of the City of Seattle Ethics and Elections
Commission (1998  2004) and chair of the King County Board of Ethics (1987  1995). 
These initial appointments to the Board will be for staggered terms of one, two and three years.
Future appointments beginning in 2014 will be for full three year terms.
Motion 
The Seattle Port Commission, in accordance with Resolution No. 3681, hereby appoints Gerry Alexander,
Jeffrey Coopersmith and Patrick Dobel to serve as members of the Ethics Board for staggered terms of
office. Mr. Alexander shall serve for three years.  Professor Dobel shall serve for two years.  Mr.
Coopersmith shall serve for one year. The appointments shall be effective immediately.

Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
PDFs that are full page graphics, or scanned pages are generally unable to be made accessible, In these cases, viewing whatever plain text could be extracted is the only alternative.
