ACTION REQUESTED: 
Request Commission authorization for the Chief Executive Officer to advertise and execute a
major works contract for the refurbishment of the passenger loading bridge (PLB) and associated
fixed walkway at Gate S12 at the Seattle-Tacoma International Airport. 
SYNOPSIS: 
This request seeks only to change how the work on this project will be contracted. It will now be
contracted via a single outside contract instead of being accomplished by a combination of Port
crews and small works contracts to ensure compliance with Port policy. No change in prior
approved budget or scope of work is requested for the S12 aircraft loading bridge. 
On February 28, 2012, and on June 5, 2012, the Commission authorized design and construction
on the PLBs at Gates S3, S4 and S12. Under the original plan and Commission authorization,
this project was to be handled by Port Construction Services (PCS) using small works contracts
and with Port crews self-performing portions of the work.
Three PLBs are scheduled to be replaced or refurbished under this CIP; however, this action is
being requested for the S12 project work only. Staff determined during design review that while
the overall estimated cost to refurbish the PLB and fixed walkway at Gate S12 will remain
within the estimated budget, the project should be completed using a major works contractor in
order to keep from exceeding the small works contract threshold of $300,000.In accordance with
Resolution No. 3605, as amended by Resolution No. 3628, this requested action represents a
project change and thus requires Commission authorization to advertise and execute a major
construction contract. 
This project was included in the 2013  2017 capital budget and plan of finance. No new
additional budget is being requested.

BACKGROUND: 
This scope of work is part of the ongoing larger Airport effort to replace or refurbish aging Port
owned PLBs.
The contract for the Gate S12 refurbishment work is being timed to coincide with repairs being 
made to the adjoining ramp and taxiway. This will keep the Port from having to take the gate out
of service twice and will minimize disruption to airline operations at the South Satellite.
Small contractor and supplier participation is being actively pursued for this scope of work
through the contracting process.

ALTERNATIVES CONSIDERED AND THEIR IMPLICATIONS: 
Alternative #1) Do not refurbish the PLB at S12  The PLB at S12 is a top priority for
refurbishment because it is over 20 years old and in need of updating to current standards. Two
PLBs of similar age experienced catastrophic failure at the South Satellite within the past year.
Not refurbishing the PLB at S12 could result in similar failure and seriously complicate
widebody international operations at the South Satellite. This is not the recommended
alternative. 
Alternative #2) Do this work through a major works contract as requested in this memo  This
will allow the PLB refurbishment work to be done at the same time repair work will be taking
place on the adjoining ramp and taxiway, will minimize the amount of time the gate will be out
of service, and lessen potential operational impacts at the South Satellite. This is the
recommended alternative.

PREVIOUS COMMISSION ACTIONS OR BRIEFINGS: 
June 5, 2012  The Commission authorized the Chief Executive Officer to change the scope as
follows: (1) remove the replacement of the passenger loading bridge (PLB) at Gate N3; (2)
proceed with design, purchase and installation of one new PLB and associated fixed walkway
section at Gate S3; and (3) add the refurbishment of the fixed walkway section at Gate S12 at
Seattle-Tacoma International Airport. No new budget was requested in association with this
action.

February 28, 2012  The Commission authorized the Chief Executive Officer to: (1) proceed
with design and installation of replacement and/or refurbishment of Airport-owned passenger
loading bridges (PLBs) that are at or beyond their useful life; (2) authorize execution of contacts
to purchase new PLBs and replacement PLB components for refurbishment; and (3) approve the
use of Port crews to perform work related to (a) modification/refurbishment of an existing PLB
and (b) installation of new PLBs.
