Passage ofHouse Bill 1 719, regarding drayage truck drivers, would require the Port ofSeattle (the "Port") to
alter the movement ofcargo throughout the Port and impose significant new impacts on tenants, truck
operators and customers using the Port.

These measures would only be required at the Port ofSeattle and no otherport in Washington State. The
legislation would harm the Port 's ability to compete as aprovider ofcontainer servicesfor goods moving
through Washington State, and it would likely shi' cargo to otherports in the Puget Sound and elsewhere that
would not be subject to these measures.

While there is a variety ofviewpoints among commissioners on the broader issue ofport drayage trucking, we
agree that HB 1719 would be harmful tojobs and economic development at the Port, in King County and the
State of Washington through subjecting the Port ofSeattle to dierential requirements compared with other
ports throughout the State of Washington.

We therefore move that the Port ofSeattle oppose HB I 719.
