COMMISSION AGENDA MEMORANDUM Item No. 6d ACTION ITEM Date of Meeting January 30, 2018 DATE: January 22, 2017 TO: Dave Soike, Interim Executive Director FROM: Jeffrey Utterback, Director of Real Estate and Economic Development George England, Senior Program Leader, Aviation Project Management Group SUBJECT: Amendment to Service Agreement (P-00318092) with Otak, Incorporated - North End Redevelopment Area Project (Short Form) ACTION REQUESTED Request Commission authorization for the Executive Director to amend the service agreement with Otak, Incorporated (P-00318092) to increase it by $505,000 for the North End Redevelopment Area Project. No additional funding is requested. SUMMARY This action is proposed with an abbreviated one-page memo in response to Commission bylaws discussions on December 12, 2017. At that time, commissioners suggested a trial effort to use a shortened memo for action on the unanimous consent calendar to reduce staff time for action items less than $1 million that the Executive Director considers routine. This amendment is required to complete the design on the remaining "segments" outlined in the FAA grant and the Interlocal Agreement between the City and the Port. It requires no budget (zero dollars) as it can be accommodated within the grant and previously authorized budget. Commission action is required under the General Delegation of Authority because the value is over $300,000. This project provides planning, design and permitting of street, storm water and utilities infrastructure, and environmental review that support the redevelopment of property in the City of Burien's North End Redevelopment Area (NERA). A grant was received to support this project from the Federal Aviation Administration (FAA) under a pilot program. The NERA redevelopment converts former residential property owned both by the Port and City into useful commercial property within the NERA boundary. It has already resulted in recent ground leases that will generate jobs, income, and significant financial benefit for both the Port and City. The bulk of the design work associated with the grant is on Port-owned property, although the Port is not directly constructing the redevelopment. There are no attachments to this memo.
