SUBJECT:   Special Order of Business  Small Business Champion Awards 

BACKGROUND: 
The Office of Social Responsibility manages the Port of Seattle's Small Business Program
adopted in 2010 under Port of Seattle Commission Resolution No. 3618, which established the
Small Contractor and Supplier, or SCS, program and created new opportunities for increased
utilization of small businesses. An important goal of the program is to identify and reduce
barriers to equal participation by all small business firms in Port procurements and contracts. 
The Office of Social Responsibility also celebrates the successes of the program, and this year
the Port is celebrating the third annual Small Business Champions Awards. These awards
recognize a Port employee or team who has championed increased small business participation at
the Port and a small business from the Port's roster that has provided outstanding goods or
services to the Port in 2012. The criteria provided are as follows: 
An Internal Small Business Champion award honors an employee or team that: 
Championed small business participation and/or impacted Port policies to support small
business participation within the Port in the previous calendar year; and 
Aligned their activities with the Port's small business goals of identifying and reducing 
barriers to greater participation by small firms in all Port procurements and contracts. 
In this category, we have chosen the Marine Maintenance Purchasing Team (Tanaya Meagher,
Lisa Phair, Shawn Shinkle, and Garrett Terwilliger), who have made significant efforts to seek
out and assist small businesses and provide them with an opportunity to become suppliers of
goods and services to the Port. Lindsay Pulsifer, General Manager, Marine Maintenance, said, 
"No program like this can function without intentional focus by key participants. I am very
proud to work with folks who recognize the importance of this type of initiative and act in ways
to further the goals."

An External Small Business Champion award honors a small business firm that: 
Provided a quality product or service to the Port in the previous calendar year; 
Provided superior customer service to the Port; 
Showed commitment to continuous improvement; and 
Aligned its activities with Port objectives (green initiative, social equity, economic
development and cost efficiencies). 
In this category, we have chosen Rita Brogan of PRR Inc., a company certified as an SCS,
M/WBE (Minority and Woman-owned Business Enterprise) and DBE (Disadvantaged Business
Enterprise) firm, to receive the 2012 External Small Business Champion Award. PRR has acted
as a facilitator between the Port and a group of small local concessionaires, small architects and
small contractors. Deanna Zachrisson, Manager, Concessions Management, said, "PRR is a
small, minority-owned business with 25 years of understanding how to support small business in
order to grow. PRR has helped the Port with a better understanding how our processes and
decision-making in the design and construction of concessions locations at Sea-Tac Airport." 
The Port values a strong and expanding partnership with the small business community, as they
are an integral part of the economic growth of the Port and the region. The Office of Social
Responsibility, working with committed colleagues throughout the Port, continues to improve
access, level the playing field, and increase participation by small businesses, including
disadvantaged business enterprises, and those owned by women and minorities. We continue to
make great strides in this area in support of the Port's strategy of using our institutional influence
to promote small business growth and workforce development.
