Item No. 9a Date: October 9, 2018 Initiative Measure No. 1631 Eric ffitch, Manager, State Government Relations, Port of Seattle 1 Existing Commission Policy Commission-adopted environmental policy, State Legislative Agenda (adopted 10.24.17) Promote use of clean energy technology and support a statewide reduction in greenhouse gas emissions Policies that promote the use of low-carbon fuels for transportation, and otherwise support the continued reduction in the cost of low-carbon energy sources to consumers in the state State support for partnership with the Port on aviation biofuels State actions that promote climate change resilience, including in transportation network Policies that reduce carbon and air pollution emissions for passengers and employees traveling to and from Port facilities 2018 State Legislative Agenda priorities 2 Background on Initiative Measure No. 1631 Carbon "pollution fee" established -- $15/ton of CO2 emitted beginning in 2020; increasing by $2/ton annually Administered by a board; composition of board enumerated in language of initiative Directed at following areas: 70 percent on "clean air and clean energy investments" (including transportation-relatedcarbon emissions) 15 percent of this category to reduce energy burden on low income $50m over four years to help workers transitioning from energy intensive industries 25 percent for "clean water and healthy forests" (to include wildfire risk, flood risk, etc.) 5 percent for "healthy communities" Includes: wildfire preparedness; relocating communities on tribal lands impacted by flooding and sea level rise; education programs related to climate change 3 Source: The Seattle Times (published 9/16/18) 4 Port History on Related Issues Low Carbon Fuel Standard Testimony in support HB 2338 passed House Environment and House Transportation Committee; did not receive a vote on the full House floor Continued work in 2018 "interim" with advocates in support of Fitzgibbon proposal Carbon pricing proposal at state legislature Letters to Sen.
