Request:       Prepare design and construction bid documents 
Advertise and award construction contract 
Utilize Port Construction Services to perform work 
Background:   Airport has no backup water supply for potable use/fire protection 
Airport's 2 million-gallon reservoir can supply water for 3 days 
If a water outage from Seattle Public Utilities is extended beyond 3
days, airport operations would be severely restricted. 
This project will develop the Tyee Golf Course Well into an emergency
backup water supply for potable use and fire protection.
