Metruck, Executive Director FROM: Michael Ehl, Director, Aviation Operations Wendy Reiter, Director, Aviation Security SUBJECT: Checkpoint 1 Expansion at Seattle-Tacoma International Airport (Short Form) Amount of this request: $560,000 Total estimated project cost: $560,000 ACTION REQUESTED Request a single Commission authorization for the Executive Director to (1) proceed with design and construction of the Checkpoint 1 Expansion project at Seattle-Tacoma International Airport; and (2) use Port crews to construct the project. This single authorization is for the total estimated project cost of $560,000. SUMMARY As part of an airport-wide strategy for managing passenger security lines during the busy summer travel period, and in coordination with the Transportation Security Administration (TSA), the Airport is proposing to add two standard screening lanes at Checkpoint 1, located at the south end of the Airport next to the international ticket counters. This would bring the total number of lanes at Checkpoint 1 up to four. This would allow Checkpoint 1 to screen south end TSA pre-check passengers, permitting more general screening lanes at Checkpoint 2. The scope of this project includes construction of checkpoint infrastructure and installation of two standard screening lanes comprising two X-Ray machines and a walkthrough metal detector. This project will also include the installation of a second travel document checker position, and the relocation of known crew member, airline storage and other work necessary to provide the two lanes at Checkpoint 1. This request will expedite project completion in time for the 2019 summer peak travel period. It is anticipated that these lanes will be removed for other facility needs in the next couple of years; therefore, this request is for expense funds. This expenditure was not included in the 2019 operating budget. The Aviation Division will strive to identify savings to absorb this cost. The Airport is currently studying potential capital projects to add additional security screening lanes in the future. However, those projects would not be available for 2019.
