Metruck, Executive Director FROM: Ralph Graves, Senior Director Capital Development SUBJECT: South Satellite (SSAT) Infrastructure Upgrades Regulated Materials Management (RMM) Monitoring Project Specific Service Agreement (Short Form) Amount of this request: $0 Total estimated agreement cost: $1,000,000 ACTION REQUESTED Request Commission authorization for the Executive Director to execute a project-specific service agreement to provide regulated materials management (asbestos) monitoring services for the South Satellite Infrastructure Upgrades Project at Seattle-Tacoma International Airport at an estimated cost of $1,000,000. There is no funding associated with this request. SUMMARY The major works construction contractor will be responsible for performing all RMM abatement in the areas being worked on as part of the South Satellite Infrastructure project. Port Construction Services (PCS) is responsible for providing oversight of the RMM abatement work to ensure the contractor performs the abatement correctly, and to ensure the safety of passengers and employees during the process. PCS normally uses indefinite delivery, indefinite quantity (IDIQ) service agreements for this function on most projects at the airport. Based on the duration and amount of work being performed under the SSAT Infrastructure Upgrades project, PCS will use a project-specific service agreement, with a not to exceed value of $1,000,000, that provides dedicated support to the project instead of using an IDIQ contract. Funding for the service agreement is included in the authorized total project cost of $52,232,000. The SSAT project scope of the work includes replacing the hot and cold deck fans, coils, and controls with an energy-efficient new air handler, coils, and controls. The project will also install new ducting and diffusers to support additional Airport Dining and Retail (ADR) requirements along with replacing the ceiling, lights and associated electrical equipment, fire sprinkler system, signage, portions of the terminal-wide voice paging system, column cladding, carpet, and perform full RMM abatement on the concourse level.
