2                                  A MOTION OF THE PORT OF SEATTLE COMMISSION

4                           adopting the charter of the 2019 Aviation Special Committee,
5                           as attached,  to  develop recommendations to  the Port  of
6                           Seattle    Commission    on    meeting    the    region's    air
7                           transportation needs at Seattle-Tacoma International Airport
8                           for  the  next  25  years   and  encouraging  cost-effective
9                           expansion of domestic and international passenger and cargo
10                        service;  replacing  the  charter  of  the  Aviation  Special
11                        Committee adopted March 13, 2018.

16                                               TEXT OF THE MOTION 
17    The Port of Seattle Commission hereby adopts the attached charter of the 2019 Aviation Special
18    Committee to provide information, advice, and recommendations about fulfilling the port's
19    Century Agenda goals to meet the region's air transportation needs at Seattle-Tacoma
20    International Airport for the next 25 years and encouraging the cost-effective expansion of
21    domestic and international passenger and cargo service as elaborated in the attached charter. This
22    charter replaces the charter of the Aviation Special Committee adopted March 13, 2018.

24                                       STATEMENT IN SUPPORT OF THE MOTION 
25    An Aviation Special Committee was originally chartered by the Port of Seattle Commission on
26    March 13, 2018. With the passage of the committee's first year of activity, staff recommends
27    revision of the committee charter to clarify technical elements and to re-focus the scope of the
28    committee's work. The  2018  Aviation  Committee  focused  its  oversight  function  on  the
29    International Arrivals Facility (IAF). On September 25, 2018, the Commission passed a motion
30    creating  an  Executive  Review  Panel  comprised  of  experienced  construction  management
31    professionals to review the execution and supervision of the IAF program. The resulting change in
32    leadership on the project and other significant changes have recaptured lost ground and created
33    more transparency on progress of the IAF program for the public.

35    The 2019 Aviation Special Committee, chaired by Commissioners Peter Steinbrueck and Courtney
36    Gregoire, would be chartered to review and provide recommendations to the Port of Seattle
37    Commission  on  Century  Agenda  elements  associated  with  aviation,  the  airport  capital
38    infrastructure program, the development of the Sustainable Airport Master Plan and associated
39    Environmental Impact Statement, a motion to guide ground transportation at the airport, and
40    recommendations and a motion to guide the development of the South King County Fund.
