BRIEFING ITEM Date of Meeting June 25, 2019
DATE: June 17, 2019
TO: Stephen P. Metruck, Executive Director
FROM: Dave Soike, Chief Operations Officer
Eileen Francisco, Senior Manager AV Capital Program
SUBJECT: International Arrival Facility Progress Briefing (CIP #C800583)
EXECUTIVE SUMMARY
This briefing is in response to the Commission motion of September 2018 requesting periodic
briefings regarding the construction status of the International Arrivals Facility (IAF).
This briefing will cover the cost and schedule status of the IAF program, in addition to a briefing
from Clark Construction on construction progress.
The IAF's scope includes a new 450,000 square foot arrivals building designed with Customs &
Border Protection input so it can process 2,600 passengers during the busiest hour of the day, a
connecting international corridor and a 760' pedestrian walkway. Itcreates 20 international
gates and includes seven bag claim devices and forty CBP office processing podiums.
IAF is under construction with roofing complete for the main building, curtain wall construction
nearly finished and mechanical and electrical rough-in well underway. Structural steel is in
progress for the center span of the pedestrian walkway offsite at Air Cargo 2 and structural
steel is topped out for the third of four vertical circulation "pods" for the international
corridor. While management reserves have not yet been expended, that may be necessary in
the final year of construction. The Port's assessment of the project schedule has moved from
yellow to red (meaning action required), however with a year left the contractor has time to
finish strong with on time completion and they believe they can.
